近年来，随着重庆经济社会的快速发展，城乡差距日益凸显，统筹城乡发展是解决重庆二元结构问题的必然选择，因此，本文立足于重庆统筹城乡发展现状， 在对比研究国内外城乡发展模式理论基础上， 借鉴韩国 “新村运动”成功经验，采用主成分分析和多元回归分析计量方法，对重庆统筹城乡发展现状进行评价，分析政府职能与统筹城乡发展水平的相关性，最后提出发挥政府主导作用推进重庆统筹城乡发展的对策建议 论文研究的结构框架和主要内容为： 第一部分，绪论主要阐述论文写作的研究背景和框架等内容 第二部分，文献综述综合阐述了国内外城乡统筹城乡发展理论及国内外城乡发展模式研究，为论文研究提供了理论借鉴 第三部分，韩国“新村运动”经验借鉴主要评析韩国“新村运动”的实施内容、特点及其成果、经验，探索其对重庆发挥政府主导作用统筹城乡发展的启示 第四部分，重庆统筹城乡发展现状分析主要从城乡收入差距、城乡消费差距、城乡生活差距和城乡社会发展差距四方面反映重庆统筹城乡发展水平现状 第五部分，政府主导下重庆统筹城乡发展水平测度与评价构建统筹城乡发展综合评价指标体系，运用主成分分析法对重庆统筹城乡发展现状进行评价，再运用多元回归分析法判断政府与城乡协调发展的相关性。

It has an important influence meaning for southwestern regional development in China. In recent years, with the rapid development of economic and social in Chongqing, urban-rural gap is becoming increasingly so obvious in urban and rural development that the comprehensive planning of development between urban and rural is an inevitable trend to solve the problem of dual-structure in Chongqing. Therefore, this paper based on the status of urban and rural development in Chongqing, with a comparison between urban and rural development at home and abroad model, drawing on the successful experience of South Korea, “New Village Movement“. Using the combining measurement method of principal component analysis and multiple regression analysis, evaluate the status of urban and rural development in Chongqing and analyze the government functions and the level of urban and rural development relevance. Finally, promote countermeasures how promote government-led urban and rural comprehensive development in Chongqing. The construction and content of essay is: Part I, Introduction. Writing research papers mainly introduced the background and framework and so on. Part II, the literature review. Integrate presentation of the theory of comprehensive planning of development between urban and rural, and domestic and overseas models, for the study provides a theoretical reference below. Part III, South Korea, “New Village Movement“ Experience. Focuses on South Korea, “New Village Movement“ the implementation of the contents, characteristics and achievements, experience, and explore its role for Chongqing to play the government-led urban and rural development of the revelation. Part IV, Analysis status quo of the development between urban and rural in Chongqing.
