为了适应公司新战略的发展，保障停车场安保新项目的正常、顺利开展，特制定安保从业人员的业务技能及个人素质的培训计划十六大报告英文　　十六大报告英文版BIII.ObjectivesofBuildingaWell-offSocietyinanAll-RoundWay　　ThankstothejointeffortsofthewholePartyandthepeopleofallethnicgroups,wehaveattainedtheobjectivesofthefirsttwostepsofthethree-stepstrategyforChina'smodernizationdrive,andbyandlarge,thepeoplehavebecomewell-off.ThisisagreatvictoryforthesocialistsystemandanewmilestoneinthehistoryofthedevelopmentoftheChinesenation.　　WemustbeawarethatChinaisintheprimarystageofsocialismandwillremainsoforalongtimetocome.Thewell-offlifeweareleadingisstillatalowlevel;itisnotall-inclusiveandisveryuneven.Theprincipalcontradictioninoursocietyisstillonebetweentheever-growingmaterialandculturalneedsofthepeopleandthebackwardnessofsocialproduction.Ourproductiveforces,science,technologyandeducationarestillrelativelybackward,sothereisstillalongwaytogobeforeweachieveindustrializationandmodernization.Thedualstructureinurbanandruraleconomyhasnotyetbeenchanged,thegapbetweenregionsisstillwideningandtherearestillquitealargenumberofimpoverishedpeople.China'spopulationcontinuestogrow,theproportionoftheagedisgettinglarger,andthepressureonemploymentandsocialsecurityismounting.Thecontradictionbetweentheecologicalenvironmentandnaturalresourcesontheonehandandeconomicandsocialdevelopmentontheotherisbecomingincreasinglyconspicuous.Westillfeelpressurefromdevelopedcountriesastheyhavetheupperhandinsuchfieldsastheeconomy,scienceandtechnology.Theeconomicstructureandmanagerialsystemsinotherfieldsremain　　tobeperfected.Therearestillsomeproblemswecannotaffordtooverlookinimprovingdemocracyandthelegalsystemaswellastheideologicalandethicalstandards.Weneedtoworkhardoveralongperiodoftimetoconsolidateandupliftourcurrentwell-offstandardofliving.　　Anoverviewofthesituationshowsthatforourcountry,thefirsttwodecadesofthe21stcenturyareaperiodofimportantstrategicopportunities,whichwemustseizetightlyandwhichoffersbrightprospects.InaccordancewiththedevelopmentobjectivesuptoXX,thecentenaryofthePartyandthatofNewChina,asproposedattheFifteenthNationalCongress,weneedtoconcentrateonbuildingawell-offsocietyofahigherstandardinanall-roundwaytothebenefitofwelloveronebillionpeopleinthisperiod.Wewillfurtherdeveloptheeconomy,improvedemocracy,advancescienceandeducation,eichculture,fostersocialharmonyandupgradethetextureoflifeforthepeople.Thetwodecadesofdevelopmentwillserveasaninevitableconnectinglinkforattaintingthethird-stepstrategicobjectivesforourmodernizationdriveaswellasakeystageforimprovingthesocialistmarketeconomyandopeningwidertotheoutsideworld.Buildingonwhatisachievedatthisstageandcontinuingtoworkforseveralmoredecades,wewillhaveinthemainaccomplishedthemodernizationprogramandturnedChinaintoastrong,prosperous,democraticandculturallyadvancedsocialistcountrybythemiddleofthiscentury.　　Theobjectivesofbuildingawell-offsocietyinanall-roundwayareasfollows:　　--Onthebasisofoptimizedstructureandbettereconomicreturns,effortswillbemadetoquadrupletheGDPoftheyearXXby2020,andChina'soverallnationalstrengthandinternationalcompetitivenesswillincreasemarkedly.Wewillinthemainachieveindustrializationandestablishafull-fledgedsocialistmarketeconomyandamoreopenandviableeconomicsystem.Theproportionofurbanpopulationwillgoupconsiderablyandthetrendofwideningdifferencesbetweenindustryandagriculture,betweenurbanandruralareasandbetweenregionswillbereversedstepbystep.Wewillhaveafairlysoundsocialsecuritysystem.Therewillbeahigherrateofemployment.Peoplewillhavemorefamilypropertyandleadamoreprosperouslife.　　--Socialistdemocracyandthelegalsystemwillbefurtherimproved.Thebasicprincipleofrulingthecountrybylawwillbeimplementedcompletely.Thepolitical,economicandculturalrightsandinterestsofthepeoplewillberespectedandguaranteedinrealearnest.Democracyatthegrassrootslevelwillbebetterpracticed.Peoplewillenjoyasoundpublicorderandliveandworkinpeaceandcontentment.　　--Theideologicalandethicalstandards,thescientificandculturalqualities,andthehealthofthewholepeoplewillbeenhancednotably.Asoundmodernnationaleducationalsystem,scientific,technologicalandculturalinnovationsystemsaswellasnationwidefitnessandmedicalandhealthsystemswilltakeshape.Peoplewillhaveaccesstobettereducation.Wewillmakeseniorsecondaryeducationbasicallyuniversalinthecountryandeliminateilliteracy.Alearningsocietyinwhichallthepeoplewilllearnorevenpursuelife-longeducationwillemergetoboosttheirall-rounddevelopment.　　--Thecapabilityofsustainabledevelopmentwillbesteadilyenhanced.Theecologicalenvironmentwillbeimproved.Theefficiencyofusingresourceswillbeincreasedsignificantly.Wewillenhanceharmonybetweenmanandnaturetopushthewholesocietyontoapathtocivilizeddevelopmentfeaturingthegrowthofproduction,anaffluentlifeandasoundecosystem.　　Theobjectivessetatthiscongressforbuildingawell-offsocietyinanall-roundwayareobjectivesofcomprehensiveeconomic,politicalandculturaldevelopmentofsocialismwithChinesecharacteristics,objectiveswellgearedtotheeffortstospeedupmodernization.Theytallywiththenationalconditions,therealitiesofthemodernizationdrivea。
