Section 1 The Regulations on Anti-Unfair Competition for Hainan Special Economic Zone (hereinafter these “Regulations”) are enacted to safeguard the socialist market economic order, protect fair competition, curb unfair competition practices, and protecting the lawful rights and interests of business operators and consumers in accordance with the Anti-Unfair Competition Law of People’s Republic of China and other applicable laws and regulations, and in light of the actual conditions in Hainan Special Economic Zone.第二条　凡在海南经济特区内从事商品经营或者营利性服务的法人、其他经济组织或者个人（以下简称经营者），必须遵守本条例。

经营者以外的组织和个人，从事与市场竞争有关活动，也必须遵守本条例Section 2 These Regulations shall apply to all legal persons, other economic organizations, and individuals (hereinafter collectively “business operators”) engaging in commodity operations or profit-making services within Hainan Special Economic Zone.Organizations and individuals not classified as business operators but engaging in activities related to market competition shall comply with these Regulations.第三条　经营者不分所有制形式、行业种类和经营规模都有依法参与市场竞争的权利，其合法权益受法律保护不受任何组织或者个人的非法限制、干扰或者歧视。

Section 3 Business operators, regardless of ownership structure, industry type, or scale, shall enjoy the right to participate in market competition pursuant to law. Their lawful rights and interests shall be protected by law and not be subject to unlawful restrictions, interference, or discrimination by any organization or individual.第四条　经营者在市场竞争中应当遵循自愿、平等、公平、诚实信用的原则，遵守公认的商业道德Section 4 In market competition, business operators shall abide by the principles of voluntariness, equality, fairness, and good faith, and observe generally accepted commercial ethics.第五条　县级以上工商行政管理部门负责对不正当竞争行为、不正当联合行为进行监督检查；法律、法规规定由其他部门监督检查的，从其规定。

Section 5 The industry and commerce departments at or above the county level are responsible for the supervision and investigation of unfair competition practices and collusion. If laws or regulations provide for supervision by other departments otherwise, such laws or regulations shall prevail.第六条　各级人民政府应当采取措施，鼓励参与市场竞争，并为公平竞争创造良好的环境和条。
