ELIntroductionThe purpose of the XXX National Forest’s Environmental Management System (EMS) is to establish, document, implement, maintain and continually improve the environmental performance associated with the activities, products and services of the Forest. This EMS Guide is organized based on the format and requirements of the ISO 14001. It is intended as a reference for Forest Service managers and employees, those who do work on the agency’s behalf, and those who review EMS content and implementation. In this Guide, each ISO element has a separate section. Each section includes a 1) short summary that describes the requirements of that ISO 14001 element, 2) a description of how the Forest’s EMS meets these requirements. The description includes links to other sections in this Guide and to other files and Web sites that further illustrate, direct, and document the Forest’s EMS. For more information about EMSs and ISO 14001, see .Element 4.1: General RequirementsThe XX National Forest EMS Development Team was made up of personnel from XX. A key part of this element, 4.1: General Requirements, is the definition of the EMS scope. The scope for the Forest’s EMS includes the Land and Resource Management Plan and activities associated with the implementation of that plan. The scope encompasses subjects associated with resource management, apart from facilities. More details of the scope of resource management are found in Resource Management Scope. Geographically, the scope includes activities affecting the environment that take place on the Forest but excludes facilities and their operation. Also excluded are activities and requirements controlled by other organizations, such as the Department of Labor’s OSHA requirements, and Border Patrol activities. Forest Service Law Enforcement activities are also outside the control of Forest Service line officers. Top of the DocumentElement 4.2: Environmental PolicyElement summary: This element identifies the Forest’s environmental policy. An environmental policy captures the overall intentions and direction of an organization related to its environmental performance as formally expressed by top management. The Forest’s environmental policy is the basis for the EMS. All components of the EMS must be consistent with the environmental policy.The Environmental Policy, established by the Forest Supervisor, states:“The mission of the Forest Service is to achieve quality land management under the sustainable multiple-use management concept to meet the diverse needs of people. In conjunction with its mission, the Forest Service is committed to complying with applicable legal and other requirements, pollution prevention, and continual environm。
