中石油论文：中石油 SW公司知识产权管理优化研究【中文摘要】在“十二五”这个国家重要转型期 ，知识产权已成 为企业竞争力的重要指标面对国家对国有企业知识产权考核力度加 大,国内各大石油公司在知识产权方面的竞争越来越激烈 ，企业遭遇 的知识产权相关国际纠纷越来越多，作为重要的国有大型企业的中石 油集团公司，面对的知识产权发展的压力越来越大中石油SW公司作 为中石油集团的下属地方公司，也面临着严峻和国内外部环境压力和 自身加快发展的要求，因此不得不审视目前知识产权管理中存在的问 题,找到存在的问题和与其他先进企业的差距，提出知识产权管理体 系和架构优化的重点内容和具体措施，从而提高企业自主创新能力、 增强企业核心竞争力，实现企业可持续性发展本文以中石油SW公司 知识产权管理工作为研究对象，运用案例分析方法，从企业知识产权 组织构架、管理模式以及具体的企业知识产权业务策略出发 ，分析总 结国内外先进企业，特别是国内石油企业的知识产权管理策略和经 验然后,对SW公司实施知识产权战略管理优化的内外部环境进行分 析,说明了进行优化的外在动因和内在要求同时，结合SW公司知识 产权管理的现状，并运用比较分析法结合之前的国内外企业管理经验 全面剖析了公司从创造、运用和保护以及组织的知识产权管理全过程 中存在的问题。

在此基础上综合分析确定 SW公司知识产权管理实施 优化的重点内容，也即是管理优化实施体系，包括企业知识产权战略 规划、组织与制度、管理业务流程、知识产权运用、知识产权管理信息和知识产权评估等六个方面随之提出在这几个重点领域实施知识 产权管理优化的具体措施，包括制定本公司知识产权战略规划、健全 实施知识产权组织与制度、创新和完善知识产权管理业务流程、健全 和完善知识产权管理信息体系和建立有效的知识产权评估体系英文摘要】The intellectual property rights (IPR) hasbecome one of importa nt in dex reflect ing the competitive powerof an enterprise nowadays. Facing the strict appraisal onstate-owned enterprises ' IPR management by government, thein creas in gly fierce competiti on on IPR strategy betwee n domestic big oil compa ni es, the more and more intern atio nal disputes related to IPR met by Chin ese en terprises, being an importa nt state-ow ned compa ny, PetroChi na SW Compa ny is now un der heavily pressures on develop ing IPR man ageme nt, and so had to research the curre nt status of IPR man ageme nt of the compa ny and man ageme nt experie nces of other adva need en terprises, puts forward the optimizati on program and detailed measures on impro ving IPR man ageme nt level of SW company, so as to improve the enterprises ' independentinnovation ability, strengthen the core competitive force of the en terprise and realize susta in able developme nt ofen terprise.With IPR man ageme nt work in PetroCh ina SW Compa ny as the study object, case an alysis method firstly is used toan alyze and summarize the IPR man ageme nt strategies and experiences of domestic and foreign advaneed enterprises, andthen, comparative an alysis method is used to an alyze the gaps betwee n IPR work of SW Compa ny and other adva need compa nies through the whole process of IPR creating, using and protection.On the basis of comprehe nsive an alysis, key aspects of IPR man ageme nt optimizati on in SW Compa ny, in clud ing en forceme nt of IPR strategic planning, improvement of IPR organization and systems, optimization of IPR managementprocess, expanding of IPR applicati on, stre ngthe ning of IPR in formati on basecon structi on and IPR assessme nt system con structi on and so on.
