Chapter 4: Technical Specification4.1 Oval rotor meter requirement:4.1.1 The specification is the minimum requirement and not detailed. The product proposed shall meet the requirement of actual service conditions. 4.1.2 The product proposed shall meet or beyond the request of datasheet, shall be totally new and totally integrated.4.1.3 Each meter shall be equipped with 2 filters, one imported with the meter and the other one to be bought domestic. 4.1.4 The product proposed shall meet the condition of datasheet. 4.1.5 The product shall have integrated flange, meeting standard SH3406. Jacket shall not be accepted. 4.1.6 The pressure and temperature rating shall conform to standard ANSI B16.4.4.1.7 The smoothness of flange surface shall conform to standard ANSI B46.1.4.1.8 The material of the product shall conform to standard ASTM.4.1.9 The calculation note shall be given. The calculation note shall include but not limited to following parameters: temperature, pressure, flow rate (max, normal, min), size, flange ranging, min and max flow rate the meter capable of measuring as well as pressure loss, accuracy, repeatability and corresponding curve. 4.1.10 The pressure loss shall not be higher than that of datasheet. 4.1.11 The product shall have permanent flow direction. 4.1.12 Explosion proof shall meet the requirement of datasheet. ATEX certificate shall be provided.4.1.13 Voltage: 24V DC 4.1.14 Protection >= IP654.1.15 Accuracy shall not be lower than datasheet. Repeatability and responding time shall be provided.4.1.16 Output: 4~20mA DC(HART), HART bidirectional communication4.1.17 Name plate engraved: tag, size, pressure rating, material, ATEX, protection etc and be attached to the body permanently. The material shall be stainless steel. 4.1.18 In case of discrepancy, the term shall be interpreted in the way in favor of the buyer.4.1.19 The standard catalog shall be provided. 4.1.20 The product origin certificate shall be provided. 4.1.21 The product shall be proved. 4.1.22 The product and its accessories shall withstand ambient temperature up to -27℃.4.1.23 The specification is the minimum requirement. 4.1.24 The specification doesn’t deprive the seller of providing better technical proposal.4.1.25 The seller is entitled and encouraged to offer proposals for better technical performance. 第四章 技术要求4.1椭圆齿轮流量计的要求4.1.1本技术要求提出的是最低限度的要求，并未对一切细节做出规定，也未充分引述有关标准和规范的条文，投标方产品必须完全满足应用工况的工艺要求。

4.1.2投标方所供椭圆齿轮流量计各部件的材质应完全满足或优于椭圆齿轮流量计数据表的要求所供椭圆齿轮流量计及附件产品必须是全新的，不接受修复的产品，整体集成供货4.1.3 每台椭圆齿轮流量计配套2个过滤器，其中1个为椭圆齿轮流量计生产厂家配套原装进口，1个为国内配套产品4.1.4投标方所提供的产品应完全符合椭圆齿轮流量计数据表的工艺条件要求，不应因本招标文件技术部分内容的疏漏或不完全而作为提供不符合工艺条件的不合格产品的借口4.1.5所有流量计带一体化法兰，法兰尺寸必须符合SH3406 的规定，不得使用对夹式4.1.6流量计的压力、温度等级必须符合ANSI B16.34 的规定4.1.7法兰表面粗糙度必须符合ANSI B46.1 的规定4.1.8流量计材料必须符合相应的ASTM 规范规定的锻件、棒、条、线材、板、薄板、铸件的要求4.1.9流量计必须给出计算书，计算书中包括但不仅限于以下参数：温度、压力、流量（操作的最大、正常、最小值、）、口径、法兰等级、流量计所能测量的最小流量和最大流量并给出压力损失、精度、重复性、操作范围对应曲线图4.1.10流量计的压力损失不得高于仪表数据表要求的最大压力损失。

4.1.11每台流量计应有永久性流体流向标识4.1.12防爆等级必须满足仪表数据表的要求，同时提供国内或国外权威机构颁发的防爆认证证书4.1.13仪表采用24V DC 的安全电压（回路供电）4.1.14仪表防护等级不小于IP654.1.15流量计的精度不低于仪表数据表的要求并提供重复性及响应时间4.1.16流量计的输出：4~20mA DC(HART)同时能带HART双向通讯4.1.17刻有位号、口径、压力等级、材质、防爆等级、防护等级等内容的铭牌应永久、牢固地固定在流量计上，铭牌材质为不锈钢4.1.18投标方投标文件中的条款，技术规格，数据等出现前后不一致或矛盾之外，原则上以对招标方有利的条款执行4.1.19所有椭圆齿轮流量计均需提供最新的标准样本（官方正式发布的）支持，不接受标准样本之外的产品4.1.20所有产品不得转包或贴牌，所有产品均需提供原产地证书及原产地商会证明产品从原产地港口出发到招标方指定的港口，不得二次包装在投标文件中必须明确离岸港和到岸港4.1.21椭圆齿轮流量计的设计和选型应完全满足或优于椭圆齿轮流量计数据表的要求，以及招标方和招标方设计院提出的任何其它技术要求按国际公认的工业标准及制造商标准进行设计制造。

当技术说明、椭圆齿轮流量数据表和相关标准三者出现矛盾时，应按就高和就严的原则执行，以保证产品质量4.1.22所有椭圆齿轮流量计及其配套附件要求能耐-27℃环境温度4.1.23本技术要求是椭圆齿轮流量计的最低要求，投标方所供产品必须等于或高于招标文件的要求，保证椭圆齿轮流量计设备的完整性、可靠性、适用性，保证计算结果及选型的正确性，并完全满足现场的工艺使用要求，如出现选型及质量问题由投标方负责，并免费更换满足现场工况使用要求的产品4.1.24本技术要求不妨碍投标方有权利和义务按自己的经验提供更加完备的技术方案4.1.25对招标文件未提及的内容，但为了实现椭圆齿轮流量计的功能、技术性能及完整性的目的，投标方有责任向招标方及设计院提出建议及说明，并补充所需的配置，以满足项目的要求。
