但是，随着社会各项事业的迅猛发展，特别是乡镇企业 和农村富余劳动力的急剧增加，原有的络远远不能解决乡镇、村的就求，作为在全国人口中占有重要比例的乡村居民，在享受劳动方面，在劳动与社会保障方面与城市居民还有比较大的区别，这就迫切需要我们 在乡镇、村级层而建立一、内容完善，主要而向农村富余劳动力、返 乡农民工以及返乡未就业高校毕业生的公共系本文以广饶县花官乡 正在建设的公共系为例，着重研究在乡镇建立公共系的必 要性、可行性以及对策和建议全文共分为五个部分论文的第一部分，阐述了乡镇公共系的定义，分析了其主要特点、 基本内涵以及地位和作用；论文的第二部分，主要明确了乡镇公共系建设的基木原则和H标 任务；论文的第三部分，主要分析了现阶段乡镇公共系发展的现状，并 深刻剖析了体系建设中存在的问题及原因；论文的第四部分，以广饶县花官乡公共系为例，以该地区乡村富 余劳动力和企业用工调查的第一手资料为基础，通过具体的建设内容和取得的主 要成果，介绍了该地区在乡镇公共系建设方面的一些创新性做法，并 阐明了乡镇公共系建设对城乡一体化建设的作用；论文的第五部分，从政策支络、行业监督、绩效评估等方面对大 范I韦I进行乡镇公共系建设提出了相应的对策及措施，研究形成了一套 基础扎实、机制完善、操作性强的运行机制，为实现农民增收，企业增效，加快 实现城乡一体化建设发挥应有的作用。

关键词：乡镇；公共体系；对策建议Study on Rural public employment service systemAbstractOur nations public employment service system played an important role in many parts of China^s development. It helps to relief the social employment pressure, help the people succeed in re-employment, and promote the development and deployment of all kinds of talent flow. However, as the fast development of all kinds of social careers especially the increase of the township enterprises and the surplus labor, the initial employment service network is not enough to solve the employment demands. As the rural citizens which account for the most important proportion in China, it has a big difference from the city citizens in the enjoyment of the employment service and labor and social security. And this demands us to establish a public employment system which has unified service and perfect content. And the system is mainly used for the rural surplus labor, the migrant workers and the university students who have no jobs. This passage set the public employment system of GuangRao for example, focused on the necessity and feasibility of the establishment of the public employment system and includes some measures and advice.The whole passage includes five parts:The first part clarified the definition of the public employment system, analyzed its main features, basic content and its status and role.The second part mainly clarified the primary principle and goal of the town public employment system.The third part mainly analyzed the current situation of the town public employment system and deeply analyzed the problem existed in the construction of the system and found out the reason of these problems.The fourth part set the public employment system of HuaGuan village of GuangRao for example, based on the first-hand materials on the survey of the surplus labor and the enterprise employment, introduced the creative measures they adopted in the construction of the public employment system. Besides, this part also clarified the important role the public employment system plays to the urban-rural integration.The fifth part put forward related countermeasures about how to construct the town public employment system on many aspects such as policy support, service network, professional supervision and performance evaluation.
