中南民族大学 硕士学位论文 桂南旅游产业集群化研究 姓名：秦艳萍 申请学位级别：硕士 专业：旅游管理 指导教师：刘连银 2011-06-02 中南民族大学硕士学位论文 I 摘 要 20 世纪 90 年代以来，产业集群理论成为重要的区域经济发展理论，被广泛应 用于制造业和高科技术产业领域集群内企业通过相互交流与合作，利用集群的 规模经济和区域经济效益，产生强大的溢出效应，带动某一地区甚至整个国家经 济的发展实践证明，拥有产业集群的地区，其经济增长速度要远远高于其他地 区，如浙江的小商品产业、广东的专业镇等是产业集群带动地区经济发展的典型 代表 随着各地旅游业的迅速发展及旅游市场竞争日益激烈，如何优化旅游产业结 构，提高旅游目的地竞争力成了亟待解决的现实问题产业集群作为一种提升企 业竞争力的有效途径，受到旅游界的关注，国内外学者开始致力于将产业集群理 论应用到旅游产业发展中但目前，我国对旅游产业集群的研究相对较少，对桂 南地区旅游产业集群化发展的研究更是少之又少本文试图以产业集群理论作为 指导，对旅游产业集群的概念、特征、影响因素及其竞争优势进行归纳和梳理， 并进一步发掘旅游产业集群理论在旅游产业的实际应用价值。

而后文章以桂南地 区旅游业为研究对象，在分析桂南地区旅游业发展现状的基础上，列出桂南旅游 产业集群化发展的有利条件及存在的问题，并针对性地提出桂南旅游产业集群化 发展的具体对策论文的主要研究思路及观点如下： 首先，分析了桂南旅游产业集群化发展的必要性随着国家政策的倾斜，桂 南凭借其丰富的资源禀赋，改变了广西原来重北轻南的旅游格局，出现了南北并 重的旅游格局，使桂南旅游产业地位有了进一步的提高桂南旅游产业发展已达 到了一定的规模，旅游产品类型日趋完善，具备了发展旅游产业集群的基本条件 但仍存在很多制约因素，如旅游产品经营粗放、旅游人才数量及结构不合理、旅 游基础设施薄弱、旅游相关产业的关联协调性不够、旅游产业区域布局不合理等 桂南地区要应对今后旅游产业发展的严峻挑战，必须对旅游产业结构进行调整和 优化对此，文章提出了把旅游产业集群化作为桂南旅游产业结构优化升级的一 种新战略 其次，文章结合迈克尔.波特的钻石理论及旅游产业的特殊性，构建了旅游产 桂南旅游产业集群化研究 II 业集群化的“钻石模型”来分析桂南旅游产业集群化的可行性，即要素条件、需 求状况、发展机遇、政府作用、产业关联度。

通过对这些因素的分析得出，虽然 桂南地区旅游产业钻石体系尚未完备，但已具备产业集群化的可能性 再次，提出桂南旅游产业集群化发展的对策措施首先，桂南涉及多个城市， 政府的支持和引导是发展旅游产业集群化前提条件因此，桂南地区需要借助政 府的力量，打破行政区划，完善基础设施建设，为旅游产业发展创造良好的外部 环境其次，联合开发产品、整合营销，避免产品雷同，延长旅游产业链，树立 区域整体形象最后，实施旅游人才战略，重视桂南地区旅游人力资源的开发， 为旅游产业的发展提供智力支撑 关键词：桂南；旅游产业；集群化；研究 中南民族大学硕士学位论文 III ABSTRACT Since 1990s, industrial cluster theory has become an important theory of regional economic development, and is widely used in manufacturing and high-technology industries. Through communication and cooperation, Cluster enterprises use the benefits of scale economies and regional economies, bring a strong spillover effect, and promote a particular region even the entire national economic development. Practice shows that the areas with industrial clusters, its economic growth rate is much higher than other areas, such as the commodity industry in Zhejiang, specialized towns in Guangdong and so on, are the typical representative of regional economic development. With the rapid development of tourism and an increasingly competitive tourism market, how to optimize the tourism structure and how to improve the competitiveness of tourism destinations have become the practice problems to be urgently solved. As an effective way to enhance the competitiveness of enterprises, Industrial clusters are concerned by tourism. Scholars have started to pay attention to industrial cluster theory applied to the development of the tourism industry. At present, research on the tourism industry cluster is relatively small in our country; research on the tourism industry cluster of southern region in Guangxi is even fewer. Therefore, based on the summarization and comb of the tourism industry cluster concept\characteristics\ influencing factors and its competitive advantages, the paper tries to use industrial cluster theory as a direction, and further explore the practice application of tourism industry cluster theory in the tourism industry. Then the article uses the tourism of southern region in Guangxi as the study object, on the basis of the status of tourism development, lists the favorable conditions and the problems for tourism cluster development, and put forward specific measures. The main research ideas and perspectives are as follows: Firstly, the paper analyses the necessity of tourism cluster in Southern of Guangxi. With the national policy leaning and depending on its rich natural resources, Guinan changes the tourism pattern of north weight light south into both north and south in Guangxi, which improves the tourism industry status of Guinan. With a certain size of tourism industry and tourism products types maturing, Guinan is fit for tourism industry cluster. But there are still many constraints, tourism products is extensively managed; 桂南旅游产业集群化研究 IV the number and the structure of tourism personnel are irrational; tourism infrastructure are weak; the coordination of the association of related tourism industries are not enough; the regional distribution of tourism industry is unreasonable. In order to respond to the future challenges, Guinan must be adjust and optimize the tourism industry structure. Therefore, the paper proposes tourism industry cluster as a new strategy to optimize and upgrade the tourism industrial structure of Guinan. Secondly, with Michael. Porters diamond theory and the particularity of the tourism industry, the article builds a "diamond model" of tourism industry cluster to analyze the feasibility of tourism industry cluster in Guinan, that factor conditions\ demand conditions\ development opportunities\ the role of government\ related degree of industry. Base on the above analysis, the paper draw the conclusion: although the diamond system of tourism industry cluster in Guinan has not been complete, Guinan have the possibility of tourism industrial cluster.
