现代服务业随着经济、科技、社会的进步，逐步表现出不同的形态及呈现不同的内容 从某种程度上讲，现代服务业发展到今天的繁荣是由于其自身不断创新的结果本文首先 对发达国家现代服务业演进历程和国内的发展现状进行分析总结；然后对改革开放以来天 津市现代服务业的发展阶段进行划分，指出天津市现代服务业整体发展具备自身的一些特 点：具备一定的创新基础；创新环境趋于良好；创新载体、创新成果不断增多但同时， 也存在一定劣势，用于原始创新的基础研究费用投入不足、创新人才队伍不够壮大、民营 科技企业的创新资金不足以及体制方面存在着缺陷同时，天津市现代服务业各细分产业 发展特点又各不相同本文对天津市交通运输、仓储和邮政业，信息传输、计算机服务和 软件业，金融业，科学研究、技术服务和地质勘查业，租赁和商务服务业等 5 个现代服务 行业演进与创新进行了细致的分析，采用计量研究方法对天津市现代服务业创新进行了实 证研究 最后，对于天津市现代服务业演进与创新，本文提出了相应建议: （1）持续引进外 资； （2）创造适当宽松的政策环境； （3）完善现代服务业创新的政策环境； （4）加强对现 代服务业知识产权的保护； （5）建设有利于现代服务业创新的人才队伍； （6）加强现代服 务业企业科技进步创新； （7）充分认识现代服务业的演进机制，促进官产学研各创新主体 的互动； （8）注重现代服务业企业创新模式的选择； （9）企业员工应增强创新意识。
