上海交通大学硕士学位论文县级城区停车管理问题对策研究——以青浦城区为例姓名：汪闻臻申请学位级别：硕士专业：公共管理指导教师：王郁20080605上海交通大学 MPA 学位论文 县级城区停车管理问题对策研究 I县级城区停车管理问题对策研究——以青浦城区为例 摘 要 改革开放以来，随着我国国民经济的快速发展，城市化、工业化进程的不断加快，及加入 WTO 后私人购买小汽车高峰期的到来，机动车飞速增长带来的停车矛盾在县级城区异常突起 停车难直接引发了堵塞交通、破坏环境、威胁安全、增加社会成本等诸多问题事实证明， 如何合理有效的解决县级城区的停车矛盾， 已经成为当前刻不容缓的突出任务 论文以县级城区的停车管理作为研究内容， 全文共分为六章 绪论部分， 详细阐述了县级城区加强停车管理的重要性和迫切性， 揭示了文章研究的理论意义和实用价值； 第二章， 从多个角度寻找了与停车管理相关的理论依据，为全文的研究奠定了理论支撑；第三章，通过实地调查及相关资料的查阅，从停车供给、停车需求、停车行为管理的三个层面， 分析了上海各县级城区停车管理中的普遍性问题及问题产生的根源； 第四章， 结合国外及我国港台地区停车管理的相关案例， 总结其在停车管理中的有益经验， 为论文的研究提供借鉴和启示；第五章，展开实证分析，具体以青浦城区为例，介绍了青浦城区的停车现状， 在深入剖析其停车症结的基础上， 进一步研究实践中青浦城区的停车管理对策， 并就青浦城区停车管理的实践效果作出评价； 结论部分，结合全文的分析论证，从停车管理的三个层面，尝试建立了适合县级城区发展的停车管理对策及对策实施的保障体系， 得出了论文的研究成果。

论文站在管理学的角度，针对“县级城区”这一特定对象，展开上海交通大学 MPA 学位论文 县级城区停车管理问题对策研究 II了“停车管理”这一热点问题的研究文章的观点是县级城区必须加强停车管理 研究指出县级城区停车管理的主要问题是： 停车设施供给短缺、布局比例不合理、供需严重失衡、停车收费机制混乱、停车管理技术落后等 认为停车问题产生的原因主要有： 对停车管理认识不足、法规政策缺失、规划建设滞后、收费机制不合理、管理体制不健全等研究得出县级城区停车管理的对策是：从停车供给、需求、行为管理三个层面建立完善的停车管理体系， 即在供给方面落实停车规划、明确配建标准、投资政策、经营模式等；在停车需求方面建立合理的价格体系、 发挥公共交通的积极效应， 及推行自备车位和泊位共享等调控政策； 在停车行为方面采取广泛的宣传教育、 严格的执法管理、科学的收费制度、先进的管理技术规范等综合性措施，以更好地解决县级城区的停车矛盾 关键词：县级城区，停车问题，停车管理，对策 上海交通大学 MPA 学位论文 县级城区停车管理问题对策研究 IIISTUDY ON THE COUNTERMEASURES OF PARKING MANAGEMENT ISSUES IN COUNTY-LEVEL CITY ——SETTING QINGPU TOWN AS EXAMPLE ABSTRACT Since the Reformation and Opening, as the rapid development of national economy, the swift course of urbanization and industrialisation, and the coming times of private cars after China joins the WTO, the parking problem becomes worse and worse in county-level city, which leads to traffic jam, environment pollution, safety threaten, added social cost and so on. The fact shows that, solving the parking problem reasonably and effectively has become an urgent mission. This thesis studies on the parking management in county-level city, and there are 6 Chapters. The introduction expounds the importance and imminency of strengthening parking management in county-level city detailedly, reveals the theoretical and practical value. Chapter 2 seeks for the relevant theoretical basis of parking management from various angles, and settles theoretical support for the study. By filed survey and document process, from the aspects of parking supply management, parking demand management and parking behavior management, Chapter 3 analyses the pervasive problems in parking management in suburbs of Shanghai and the reasons. Combined with the cases of parking management in foreign countries and in Hong Kong and Taiwan, Chapter 上海交通大学 MPA 学位论文 县级城区停车管理问题对策研究 IV4 summarizes available experiences on parking management and provides references and inspirations for the study. Chapter 5 is the empirical study.This chapter illustrated by the example of Qingpu Town, expounds status quo of parking in downtown. On the basis of analysing the reasons, the chapter studies the practical countermeasures of parking management in downtown and evaluates the practice. After these demonstrations, from 3 aspects of parking management, the last part tries to establish the suitable countermeasures of parking management in county-level city and grarantee system for countermeasure, and finally gets the result. From the view of Management, aimed at the special object of “County-level city”, this thesis focus on the problem of parking management. The conclusion is that we should strengthen management on parking management in county-level city. The study points out the main problems of parking management, which are insufficiency supply of parking facilities, unreasonable layout, unbalance of supply and demand, the disordered charge system, outdated technologies of parking management and so on. And the main reasons are misunderstanding of parking management, lack of laws and policies, lagged planning and construction, unreasonable charge system, and management system and so on. The corresponding countermeasures are establishing perfect parking management system from the aspects of parking supply management, parking demand management and parking behavior management.
