上海交通大学 MPA 学位论文 高校科技创新平台管理体系的研究 I高校科技创新平台管理体系的研究 摘 要 科技创新是国际竞争的主导因素， 高校建设科技创新平台是开展科技创新活动的一项重要举措，具有多重意义科技创新平台的组成要素是团队、项目和设备在其管理体系中团队建设是核心，项目管理是关键，仪器设备是保障各国科研管理的模式在立项评审、过程管理、结题评估和学术道德规范等方面给我们以启示和借鉴 本文对高校科技创新平台管理体系进行了初步的研究，针对团队、 项目和设备三要素的管理中存在的问题进行了思考， 分析了对策，并提出了建议 对高校科技创新团队的绩效管理， 建议使用目标管理法将个人目标和团队目标统一起来，实现自我控制的管理；用德尔菲法匿名通信和反复征求意见的形式对成果滞后性科研项目进行阶段性的考核评估和信息反馈，团队和个体据此来控制和修正自己的行为；针对科技创新平台的人力资源特点，提出弹性管理的新模式；借鉴双因素理论和期望理论建立科学合理的激励机制 科研项目具有高风险性、不可预见性、滞后性的特点科研项目管理可以发挥整合、引导、监管和服务的功能高校科技创新平台的项目管理需要使用信息化管理的手段， 培养一支知识化的专业管理队伍。

The construction of the platform in colleges and universities is a main step towards science and technology innovations. The essential elements of the platform are teams, projects and equipments. Among these, team is the core element, the management of projects is the key and equipments provide the basics for innovation. The management patterns of various countries provide reference and experience in fields of project assessment, process management, result evaluation and academic ethics. This thesis studies management system of the platform for science and technology innovations in colleges and universities, and probes the existing problem of management for the three elements (teams, projects and equipments) in the management platform of science and technology innovations in colleges and universities. On the basis of the analysis, some suggestions for the management are provided. And appropriate stimulation mechanics are suggested according to two-factor theory and the theory of expectations. Scientific research projects are characterized by their high risks, unpredictability, and lagging of results. The management of scientific research projects should take on the function of integrating, guiding, supervising and servicing. Information-based management methods should be adopted and professional management team should be trained to facilitate the innovation of the management itself. Risk management awareness and ability must be strengthened. Research fund management is an important part of the scientific research management. It’s pivotal to rationalize the relations among the management department, financial department and the project leader. The equipments should be managed by one and can be used by all at a reasonable fee. This managing mechanism is beneficial for concentrating fund for best fitting equipments, improving utilization while dropping damage rate and the merging of overlapping subjects, alleviating the imbalance between subjects. The goal of exploring the possibility of charged use of equipments is to improve utilization and investment returns, using economical means to strengthen management. Imbued with both rights and responsibility and driven by economical pressure, owners are expected to fully utilize the equipments and optimize deployment of resource. The culture of scientific research platform provides prolonged spiritual motivation for researchers.
