内容摘要警察组织是公共行政组织的重要组成部分，是维护社会治安不可或缺的力量而警察领导又是推动警察组织绩效的关键因素，是警察组织的核心问题新时期下的警务改革要求警察组织管理职能向公共服务转变，体现了服务型领导的目标和本质一个良好的组织离不开有效的领导，只有加强组织领导，提高组织领导效能，才能使凝聚组织，发展组织，实现优化公共服务的最终目的研究警察领导理论、了解警察组织领导的作用机制、提高警察领导绩效，是警察学术与实务界共同关注的课题警察领导是警察领导者使组织成员甘愿并且热衷于运用他们的能量去达到警察组织目标的影响过程领导者、追随着和领导情境构成了领导的最基本要素，因此研究警察领导要从这三大要素出发21 世纪政府公共管理的本质就是服务，服务行政已成为一个世界性趋势在构建服务型政府的时代背景下，对警察领导理论的研究应顺应形势，实现由管制型领导向服务型领导的转变本文运用一般到特殊的写作手法，先介绍了警察领导的相关理论，在公共服务的视野下对警察领导三要素进行了详细的分析，然后具体结合实务部门警察领导的现状，指出警察领导面临的危机，从而对怎样提升公共服务领导效能的问题进行了深入的探讨全文除引言和结语外，正文分为四个部分，共计三万余字：引言部分，简要介绍了警察领导的时代背景，即公共服务的大潮流。

点明了传统领导理论与现代领导理论的最大区别并简要说明了本文的写作目的，研究方法和理论意义第一部分，概述警察领导理论首先，对警察领导的含义进行详细的论述，阐述笔者对于领导含义的深刻理解其次，介绍与文章主旨相关的领导理论，包括领导三要素理论、公共服务理论和服务型领导理论第二部分，在公共服务视野下分析警察领导的三个要素首先，警察领导者在领导活动中处于核心地位，笔者从领导者的作用、品质和领导权力入手，探讨了警察领导者怎样发挥公共服务的领导效能其次，分析追随者在领导活动的地位和作用第三，介绍警察领导环境的服务型趋势，包括信息化警务和新公共管理运动的发展第三部分，指出警察领导面临的诸多危机包括：领导者领导水平欠缺，官本位思想严重；警员心理压力大，警民关系恶化，警察角色冲突；领导体制不完善，警察组织2文化误区和社会治安形势严峻等方面第四部分，探讨提升警察领导公共服务效能的路径首先，领导者自身的素质需要提高，领导者要树立正确的领导观，提高学习、认知和人际交往等领导能力其次，建立领导者和追随者的互动机制，领导者要善于运用沟通、激励手段，开展形象管理、压力管理，并发挥追随者的能动作用，实现参与式领导最后，改善领导环境，包括完善警察组织机构、倡导服务型的警察文化。

Police leadership is a key factor to promoteorganizational performance, so it is the core issue in police organizations. Police reform in thenew period requires that the police functions change to public services, reflecting the nature ofleadership orienting the service objectives. Organizations can not be separated from effectiveleadership. Only by strengthening the leadership and improving the effectiveness ofleadership, can unite organizations, development organizations and optimize theimplementation of the ultimate goal of public service. Research on the police leadershiptheory to understand the role of the police organization and leadership mechanisms andimprove the performance of the police leadership is a common concern in the police academicand practical areas.Police leadership is a process that the police leaders cause theirs members willing andeager to use their energy to achieve the goal of police organizations. Leader, follower and thecontext constitute a basic element of the police leadership and we should study from thesethree elements.The essence of public management is service in 21 centuries, the service administrationhas already become a world trend. In times of servicing government, we need go with thestream and realize the transformation from controlling leadership to servicing leadership.In this paper, the author writes from general to the particular way. The author firstintroduces the relevant theory, making a detailed analysis on the three elements of policeleadership in the public service vision. Then, combining the police practice, the author pointsout the crisis faced by the police leadership. The author points out the biggest difference between thetraditional leadership theory and the modern leadership theory. First, the author explains themeaning of the police leadership and conducts a detailed exposition on the author's profoundunderstanding of the meaning. Second, the author introduces relevant leading theoriesincluding the three elements of leadership theory, theory of public service and servantleadership.PartⅡ, the author analyses the three elements of the police leadership in vision of publicservices. First, because leader is the core status in the police leadership activity, from the role,quality and power, the author starts to explore how police leaders exert public serviceseffectiveness. Second, the author analyses the followers’ status and role in the leadership.Third, the author introduces the service-oriented environment, including the information ofthe police and the New Public Management movement.PartⅢ, the author pointes out the police leadership crisis. Include: the lack of a leader inleading ability, serious official position thought, psychological pressure, bad relationshipbetween the police and the citizens, police role conflict, inadequate leadership system, thepolice organizational culture errors and serious public order situation and so on.PartⅣ, the author discusses the ways to enhance the public services effectiveness of thepolice leadership.
