与计量模型不同，CGE 模型 有着坚实的经济理论基础，它把经济主体、商品市场和要素市场通过价格信号有 机地联系到一起，既体现了市场机制的作用，又体现了经济系统中不同经济主体 之间，以及经济主体与市场之间的复杂联系和相互作用在 CGE 模型描述的链条 上，如果有任何一个点发生了变化，它会直接或间接地影响整个经济系统中其他 点，这也体现了它 “一般均衡”的特点目前，CGE 模型在国际上得到了广泛的 研究和应用，这也推动 CGE 模型不断向前发展 本文是基于国内外对 CGE 模型的研究，建立了云南省金融 CGE 模型，运用 云南省投入产出表、统计年鉴等数据编制云南省金融社会核算矩阵（Social Accounting Matrix，SAM）；在此基础上，进行住房信贷政策模拟，分析贷款利率 对云南省经济的影响本文共分六章，具体章节如下： 第一章是绪论，提出了文章的研究背景和意义，文章的研究思路、创新点及 不足之处； 第二章为金融 CGE 模型文献综述，包括对 CGE 模型的简介、发展沿 革及基本构架、金融 CGE 模型的国内外研究成果等；第三章是云南省金融 CGE 模型的构建，阐述了本文模型的各个模块，包括生产模块、价格模块、贸易模 块、收入模块、支出模块、金融模块及均衡模块；第四章为云南省 2007 年金融社 会核算矩阵的编制及模型参数确定，这部分给出了云南省金融 CGE 模型的数据基 础，即金融社会核算矩阵，首先对社会核算矩阵做了概述，其次根据投入产出表 和统计年鉴等参考工具书，编制了云南省金融社会核算矩阵，然后对该核算矩阵 进行了平衡并运用校准方法确定参数；第五章为住房信贷政策模拟，根据国家贷 款利率政策，提出三种情景模拟，根据所得结果，分析贷款利率的变化对云南省 经济的影响；第六章是总结与展望，对全文内容的总结、金融 CGE 模型的发展及 可改善之处。

It is an effective tool which is used to research economic complex system and analyses policy. Different from econometric model, CGE model has a solid foundation of economic theory. It puts the economic agent, commodity market and factor market through a price signal together organically. This not only reflects the function of market mechanism, but also the complex link and interaction among different economic agent in economic system. On the chain of CGE model, if a factor is changed, other factors of the whole system will be affected directly or indirectly. At present CGE model has been widely studied and applied in the world. This push CGE models to move forward. This paper builds Yunnan financial CGE model on the basis of the domestic and international research on CGE model, and compile Yunnan Financial Social Accounting Matrix (SAM) with the data from Yunnan input-output tables、Statistical Yearbook and so on. On that basis, this paper gets a housing policy simulation, and analyses the influence to Yunnan economy from the change of loan interest rate. This paper is divided into six chapters. Specific chapters as follows: The first chapter is introduction. It includes the study background、mentality、the innovation and weak point. The second chapter is the financial CGE model literature review, includes the introduction of CGE model、the developing history of CGE model、the basic structures of CGE model and the study of domestic and international financial CGE model. The third chapter establish Yunnan Financial CGE model, and gives seven modules in the model, includes: production module、price module、trade module、income module、expenditure module、financial module and balance module. The forth chapter compiles Yunnan Financial Social Accounting Matrix and determines the parameter. This part gives the data base of Yunnan financial CGE model. This refers to financial social accounting matrix. Firstly, to make an introduction of SAM; secondly, to compiles Yunnan Financial SAM based on the data from Yunnan input-output tables、Statistical Yearbook and other reference-books; thirdly, to balance SAM and Abstract III determine the parameter with calibration method. The fifth chapter is housing credit policy simulation. According to loan interest rate in our country, this part gives three scenarios simulation. With the results of the simulation, this paper analyses the influence to Yunnan economy from the change of loan interest rate. The sixth chapter is summary and outlook includes the summary for the full text、the development and improvement of financial CGE model.
