危机管理涉警网络舆情危机的应对 和处置(定稿) 危机管理涉警网络舆情危机的应对 和处置(定稿) 涉警网络舆情危机的应对和处置涉警网络舆情危机的应对和处置 摘 要摘 要 随着信息化时的到来，微博的迅猛发展，任何事件可以在第一时间通过网络广泛 散播，网络舆情危机随时随刻都可能出现因此，网络舆情已经成为公安机关在公共 管理上必须面临的一项重要内容， 涉警网络舆情危机的应对和处置也随之成为公安机 关面临的重要课题但是，目前的现状不容乐观基层公安机关在执法方面存在的问 题以及应对媒体过程中的不当方式，以及对涉警网络舆情的不当处置，另到公安机关 经常成为网络舆情危机的主角 公安机关如何在网络舆情危机应对问题上改变被动局 面，变被动为主动，化“危”为“机” ，是现阶段和以后很长一段时期要深入研究和 探讨的一项重要课题 本文从危机管理的角度，对涉警网络舆情进行了理论分析，阐述了涉警网络舆情 的现状，特征、特点以及网络舆情危机成因，同时阐述了公安机关进行网络舆情危机 应对和处置的重要意义 通过对沿海**市公安机关应对和处置的 H 创业园事件的实证 研究，阐释了公安机关在应对和处置过程中的成功经验，分析了公安机关在应对和处 置涉警网络舆情危机方面存在的存在的诸多问题，并对产生问题的原因加以分析，进 而提出了公安机关应对和处置涉警网络舆情危机的对策建议。

Summary As the information age is coming， the blog is developing fast. Any affairs will spread in the first second after it happens. The crisis of public opinions on internet may take place any time. Therefore reading the public opinions on internet becomes the important and compulsory work for public security organs. Dealing with relevant internet crisis definitely significant， however， it is not easy to handle it.. The unacceptable way conducted by basic officials， the uncomfortable communication between grass-root officials and media people and some inappropriate solution to the related crisis with public security organs push the public security organs to be the focus of attention. How do government change the role of passive into active one and the crisis replace by chance is the key duty for us to impact and to be discussed in long term. This paper explores public opinion on internet related with police theoretically from the perspective of crisis management. It illustrates the circumstances， characteristic and cause of public opinion on internet related with police. At the meantime， it also depicts the importance of coping and dealing with it. By quoting a successful case of dealing with the crisis happened in the south this paper also mention the successful experience of the police in coping and dealing with the issues.
