51页Public Service Motivation and Individual Civil Servants Performance: Empirical Research on the Township Leaders’ Perception in Ankang Citiy公共服务动机与公务员个人绩效:基于安康市乡镇领导感知的实证研究姓名: 宦天雯院系: 西安交通大学公共政策与管理学院摘 要I摘 要20 世纪 70 年代末“ 新公共管理运动 ”兴起,引发了世界各国政府对绩效的关注中国建设服务型政府的治国理念要求政府公务员树立以公众为导向、提高公共服务绩效对公务员绩效的影响因素的研究,对寻找提高公务员绩效的途径有重要意义在以往研究中,有学者认为动机是个人绩效驱动因素,公共服务动机(Public service motivation,PSM) 的提出与发展深化了动机理论那么在中国情境下,公共服务动机与公务员的个人绩效是否存在相关性?二者之间是否存在影响关系?本研究以我国西部地区乡镇政府为研究对象,采用文献探讨以及统计调查等研究方法,旨在揭示公务员的公共服务动机对其个人绩效的作用效果。
研究样本主要来自我国陕西省安康市并经立意抽样法确定汉滨区 44 个乡镇政府以及另外三个县的所有乡镇政府共计 105 个乡镇办的 661 位乡镇政府领导干部,总计回收有效问卷 636 份资料分析方法主要采用 SPSS 中的相关分析法与回归分析法来进行本研究的实证分析结果在公务员个人绩效方面存在以下三点发现:(1)强化对乡镇政府公务员公共服务动机的控制,将会显著提高乡镇政府管理者的个人技能水平,有助于提高公务员的办公技能与效率,促进乡镇政府公务员自身素质与整体服务水平的提高2)强化对乡镇政府公务员公共服务动机的控制,将会显著提高乡镇政府管理者个人的风险承担能力,有助于提高公务员的业务水平,减小乡镇政府公务员办公的失误率,促进业务水平的整体提高3)强化对乡镇政府公务员公共服务动机的控制,将会显著提高乡镇政府管理者个人的解决问题能力的提高,有助于提高公务员面对突发情况与障碍时的心理素质与处理问题的能力,促进乡镇政府公务员整体工作水平的提高关 键 词:公共服务动机;公务员;个人绩效IIABSTRACTIn the 1980s, the "new public management movement" strives to get rid of financial difficulties and improve government efficiency, which led to the concern of governments around the world on the performance. For my country, the service-oriented government is a new concept of government and a reform of the new government functions, configuration management practices and operation mode. It is not only fundamentally changing our country’s control administration for thousands of years, but also a challenge for the reposition on the role of government as. The Chinese governing ideas about the construction of service-oriented government civil require establishing a public-oriented government, to improve public service performance. The analysis of the factors on the performance of civil servants is important for looking for ways to improve civil service performance. Some scholars believe that motivation is a personal performance driver in previous studies. The development of Public service motivation has deepened the theory of motivation. In China, whether there is a correlation between public service motivation and individual performance of civil servants? Is there an impact of relationship exists between the two? This study chooses the township government in China's western region as the object. The use of literature review, case studies and survey research methods designed to reveal the public service motivation of civil servants and their personal performance effects in Chinese local government. The study samples, the 661 township government leading cadres at all, were mainly from China's western region by purposive sampling method to determine, a total of 636 valid questionnaires. Data analysis methods use SPSS and regression analysis to carry out.The empirical analysis in the civil service individual performance finds out the following three points:1. Strengthen the control of the township government civil servants public service motivation will significantly improve the level of the individual skills of the township government regulators, help to improve skills and efficiency of the civil service office to promote the improvement of township government civil service quality and overall service level thus to improve the township government civil servants individual performance.2. Strengthen the control of the township government civil servants public service motivation will significantly improve the township government regulators personal risk tolerance, help to improve the level of operations of the civil service, reduce the error rate of the civil service office of the township government, promote the level of business overall ABSTRACTIIIimprovement, and thus to improve the individual performance of the township government civil servants.3.
