民航空管公司企业化管理研究.pdf

    • 南京航空航天大学硕士学位论文民航空管公司企业化管理研究姓名:曹剑锋申请学位级别:硕士专业:交通运输规划与管理指导教师:黄圣国20090101南京航空航天大学硕士学位论文 I 摘 要 从目前情况看,作为政府职能运作的空中交通管理体系在其运行过程中遇到了越来越多的阻力和困境,其发展相当缓慢空域优化、航路与航线规划、流量与安全管理等一系列客观动因驱使着空管需要进行新的革新商业化是目前能较好解决空管发展困境的一种方式商业化改革思路的引入,使得空管管理体制比政府经营更具灵活性,有助于降低空管服务成本,提高效率,增加收入,最大限度的优化航线与航路以及提高空域的利用效率 本文主要分析了西方空管企业化管理和推行企业化改革的背景、需求及动因,研究了西方十几个主要国家的空管组织经营方式并将他们的企业化管理模式进行了对比分析,接着本文阐述了国际民航组织对空中航行服务商业化改革的看法此外,通过对部分典型的已企业化和商业化改革的空中航行服务提供商们(ANSPs)进行深入剖析以及将它们与以政府管理模式存在的美国 FAA 进行比较后,总结出了商业化改革的优势及丰富的管理和运行实践经验文中最后分析了当前我国空管体制改革状况及未来发展思路,并结合我国实际国情及充分借鉴国际空管企业化改革的成功经验,为我国的民航进行空管企业化管理和改革的研究提供了充分的数据、丰富的内容和详尽的案例,同时也为我国的相关部门提供了一些建设性的意见和可行性的建议。

      本文研究内容详尽,数据充分,具有较高的参考和借鉴价值 关键词:关键词:空中交通管理,空中航行服务,商业化改革,企业化管理,体制改革 民航空管公司企业化管理研究 II Abstract According to the current situation, Air Traffic Management(ATM) system, as one part of the government functions, has met an increasing number of obstacles and difficulties. Its development is rather slow. A series of objective motivations, such as airspace optimization, airway and airline planning, flow and security management and so on, drive a new innovation for ATM. Commercialization is now a better way that can resolve the plight of the ATM development. The introduction of commercialization, makes management of ATM system more flexible than the government-run, helps to low the costs of service, improves service quality and efficiency, increases revenue, and maximizes to optimize airline and airway, and heightens use efficiency of airspace. The western enterprise management of ATM is analyzed in this paper. And the background, demands and motivation to carry out the enterprise reform are further analyzed.The ATM organization operation modes of more than ten major west countries are studied. And their enterprise management mode are compared and analyzed in details. After that, the ICAO view on commercialization of air navigation services is elaborated. Furthermore, some typical Air Navigation Service Providers (ANSPs), which have achieved the enterprise and commercialization reform, are analyzed in depth. The advantages of commercialization reform and rich practical experience in management and operation are summarized, compared with FAA’s government management mode of the United States. Finally, the current reform of China ATM system and its future development direction are analyzed in this paper. Combined with China actual conditions and absorbing the foreign successful commercialization reform experience, sufficient data, rich contents and detailed cases for study of ATM’s enterprise management and reform in our country are provided. At the same time, some constructive and practical suggestions are proposed to the relevant governments and organizations as well. With detailed contents and sufficient data, this paper has great reference value.
