网络新闻评论在促进社会的民主化发展、社会舆论监督、民众意愿表达等方面都发挥了积极的作用当前，网络新闻评论频道的建设已经成为很多网站吸引网民的重要手段，也是提高网站竞争力的有力武器 红辣椒评论频道是湖南省重点新闻网站下属的二级频道， 不管是在形式建构还是内容建设方面都具有自己鲜明的特色就形式建构来说，红辣椒频道的页面构成具有鲜明的红辣椒特色，与其他网站区别度较高，页面布局合理、严谨，互动形式贴近民生、贴近实际，既可以发挥读者的主观能动性，也可以实现编辑与读者的有效互动就内容来说，红辣椒评论频道选题丰富，并有着精心的议题策划与高超的评论技巧，总体而言，红辣椒评论频道的独到之处在于评论风格的“辣” 、打破精英话语垄断以及对新闻评论社会监督功能的重视三个方面， 这些独到之处使红辣椒频道具有较为稳定的评论员队伍与读者群另外，红辣椒评论频道目前还存在一些不足之处，本文也提出了相关建议：处理好本土特色与辐射全国的定位；邀请专家学者加入评论员队伍、开展互动对话；加强与传统媒体的合作；红辣椒频道的形式改革希望通过对红辣椒评论频道生存与发展现状这一个案的研究， 对我国地方重点新闻评论频道的发展提供一些有价值的意见与建议。

In the area of strengthening public opinion guidance, quick reaction, expanding the media influence public opinion, promoting the procession of the social democratization, it becomes a combination of thoughts, news and artistry, which has played a positive role. As the age of the Internet version of speech, network news commentary channel becomes an important means to attract “netizens” and the powerful weapon for winning the competition. As a local network news review, Chili channel has a distinctive website features in form, with careful planning issues in the content and excellent reviews techniques, it has its own characteristics in terms of form and content in the network news commentary operation practice. Meanwhile, in the page layout, form, color Chili comments channels is matched with news commentary of spicy, rigorous coordinated unification, and it still improves constantly. Content reflects careful planning of highlight issues, review skills, and the style of sharp and spicy, etc. In general, chili channel is aim to show the comment style of “hot“, break monopoly of the elite discourse as well as to supervise the news commentary. Current channel chili comments also have some deficiencies, so the paper puts the following suggestions: to deal with the location of local feathers and throughout the country; Invite experts and scholars to join commentator team, carry out interactive dialogue; Rational treatment for events and the evaluation of public opinion; To strengthen the cooperation with the traditional media; Reform in the form of chili channel.
