This Air Navigation Order (ANO) is issued by the Director General Pakistan Civil Aviation Authority (DG PCAA) in exercise of powers vested in him under Rules 4, 45, 46, 47, 354 and 360 of Civil Aviation Rules 1994 (CARs’ 94).2. SCOPE2.1. This ANO relates to the issue and renewal of Flight Operations Officer (FOO) Licences issued under Part V, CARs 94.2.2. Unless contrary intentions appear, this ANO shall also be read in conjunction with the ANO 90.0001 (General Licensing Procedures), ANO 90.0002 (CAA Technical Examinations), ANO 90.0004 (Licences & Ratings – Aircrew), Air Safety Circulars (Licensing) and Instructions issued by the CAA from time to time.3. EFFECTIVE DATE3.1. This ANO shall come into force with immediate effect.4. ATTACHMENTS4.1. ATTACHMENT ‘A’ Application Form (CAAF- 600-4)4.2. ATTACHMENT ‘B’ FOO Skill Test Report Form CAAF-6424.3. ATTACHMENT ‘’C’ OJT Record (CAAF-642-1)4.4. ATTACHMENT ‘D’ Oral Assessment (CAAF-606)5. DEFINITIONS 5.1. When the following terms are used, they have the following meaning:‘Authority’ means Pakistan Civil Aviation Authority established under Section 3 of Civil Aviation Ordinance 1982.‘Air Navigation Order’ means order issued by the Director General, Civil Aviation Authority under CARs 94.‘Air Safety Circular’ means Circulars issued by the Director General, Civil Aviation Authority, or a person authorized under Rule 5 of the CARS 94.‘AOC’ mean Air Operator Certificate issued by the CAA under Civil Aviation Rules 1994. ‘Approved by the Authority’ means approved by the Director General, Pakistan Civil Aviation Authority or his/her Delegated Representative.Page 3 of 18‘Approved Person’ means a person approved in written by the authorized person as Designated Examiner / Instructor. ‘Aviation Training Centre’ means an Aviation Training Centre approved by the Licensing Authority; for the purpose of ground and/or flying training for issue, renewal and re-validation of a Personal Licences, Certificates, Ratings or an Endorsement under CARs 94. ‘Designated Examiner’ means an Approved Person.‘ETOPS’ means Extended Twin Engine Operation.‘Flight Plan’ means specified information provided to air traffic services units, relative to an intended flight or portion of flight of an aircraft. ‘Flight Operations Officer Licence’ means a Flight Dispatcher Licence.‘Ground Training Organization (GTO)’ means a Ground Training Organization (GTO) imparting training for the issue of a Flight Operation Officer Licence with a valid Approval from CAA.‘MNPS’ means Minimum Navigation Performance Specifications.‘Operational flight plan’ means the operator’s plan for the safe conduct of the flight based on considerations of aircraft performance, other operating limitations and relevant expected conditions on the route to be followed and at the aerodromes concerned.‘PCAA’ means Pakistan Civil Aviation Authority ‘Rating’ means an authorization entered on or associated with Licence or Certificate and forming part thereof, stating special conditions, privileges or limitations pertaining to such license or certificate.‘Renewal’ means getting the Licence or Certificate renewed by meeting the Renewal requirements before the expiry of the validity period of Licence or Certificate.‘Revalidation’ means getting the Licence or Certificate revalidated, after the Licence or Certificate validity period has expired, by meeting the revalidation requirements.‘RVSM’ means Reduced Vertical Separation Minima.6. ELIGIBILITY 6.1. AGE6.1.1. Applicant shall not be less than 21 years of age.6.2. EDUCATION6.2.1. Applicant shall hold at least Higher Secondary Certificate or equivalent qualification.Page 4 of 186.3. LANGUAGE 6.3.1. An applicant shall have the ability of understanding, speaking, reading and writing the English language.7. FOO LICENCE GENERAL REQUIREMENTS (Issue) 7.1. The applicant shall have:-7.1.1. Met the eligibility criteria.7.1.2. Undergone the approved FOO Ground Theoretical Course; or Met the exp。
