西南财经大学硕士学位论文题目：攀枝花城市经营的初探研究生姓名：李光文攻读专业： 工商管理（MBA）研究方向：工商企业管理年级：2001 级指导教师：朱南教授定稿日期：2003 年11 月1摘要城市经营，就是运用市场经济的手段，对构成城市空间和城市功能载体的自然生成资本（如土地）和人力作用资本（如路、桥）及相关的延伸资本（如路、桥命名权）等进行集聚重组和营运即把市场经济中的经营意识、经营机制、经营方式等多种要素引入城市建设，全面归集和盘活资产，促使城市资产重新配置和优化组合，从而建立多元化的投融资渠道，不断扩充城市建设的资金来源本文认为城市经营的意义在于：城市经营是一种全新的城市建设和发展理念，为突破城市建设的资金瓶颈、实现城市建设事业的持续快速健康发展提供了一条有效途径城市经营能够有效缓解政府在城市建设资金上的困境；促进城市建设效率的提高；保证城市规划的实施；使城市建设步入良性循环，促进城市的可持续发展城市经营是通过市场经济条件下，运用企业经营的理念、策略方法来经营城市这个特殊的“商品”但城市经营与企业经营有较大的不同，企业经营主要从经济利益的角度出发，而城市经营要同时考虑到经济、社会、环境三个方面的效益。

本文运用战略管理、营销学、城市经济学等现代企业管理知识对城市经营的理论作了阐述，借鉴部分城市的城市经营经验，针对攀枝花的城市建设现状，特别在土地经营方面进行了一些初步探讨和思考，对如何进行攀枝花的城市经营提出了自己的见解本文内容共分为四章：第一章，介绍了城市经营的定义、范畴、目标和特点，对城市经营过程中容易出现的问题和城市经营的一般思路作了归纳第二章，介绍了部分城市的城市经营经验目前，我国的城市发展速度很快，积累了很多宝贵经验尤其是青岛市的城市管理者们统筹规划，把青岛市经营建设得非常有特色本文因而着重介绍了青岛的城市经营经验第三章，介绍了攀枝花的城市概况和城市建设现状主要包括攀枝花目前的城市规划、城市建设以及土地经营情况等内容2第四章，攀枝花的城市经营策略本文运用战略管理中的SWOT分析归纳了攀枝花目前的优势、劣势以及存在的机遇和挑战，提出了攀枝花的城市经营策略同时，分析了攀枝花目前在城市土地经营方面存在的问题，提出了自己的见解，为促进攀枝花的城市经营工作良好开展，使攀枝花能够持续地健康发展而贡献自己的一份力量本文认为：攀枝花应该抓住契机，通过市场调查，做好城市近期和长远规划，从实际出发，正确分析和面对自身的实际问题，制定更加科学合理的城市经营策略。

特别是市政府领导应该充分利用现代企业管理知识，积极参与城市经营工作，广泛引用和宣传城市经营的理念同时，要建立健全城市经营的相关法制法规，营造“公开、公平、公正”市场竞争氛围，充分利用市场经济的手段，确保国有资产的保值、增值城市经营应同时兼顾城市的经济、社会、环境三方面的效益加入WTO 和西部大开发给攀枝花和我国其他城市的城市建设发展都带来了前所未有的机遇和挑战笔者在攀枝花工作生活了十多年，深感攀枝花的城市建设严重滞后，今年３月，攀枝花市建设局委托笔者对攀枝花的城市经营作一些研究探讨因此，本文试图运用现代企业管理的知识，在借鉴其他城市的经营经验的基础上，分析攀枝花的城市建设现状，并提出攀枝花城市经营应采取的策略，希望对攀枝花的城市建设发展起到一定的参考作用关键词：攀枝花城市经营企业管理1AbstractThe idea of city operation provides the means of market economy tocentralize, regroup and operate the natural capital (such as land),man-power capital (such as road, bridge) and correlative outstretchedcapital (such as crown right of bridge) that form the city space and cityfunction carrier. However, city operation is quite different from enterpriseoperation, because enterprise operation cares more about profit, while cityoperation must take economic, social and environmental benefits intoaccount.The function and significance of the city operation are: Cityoperation is the newest developing idea that supplies a effective approachfor breaking capitals bottleneck and realizing sustaining city constructionindustry; Furthermore, city operation can effectively relieve the shortageof capitals for government; Enhancing the efficiency of city construction;Assuring of putting city construction planning into practice. The cityeconomic construction can realize the good circulation. With theories ofStrategy Management, marketing, City Economics, this thesis firstlymake general introduction to city operation theory, analyzing andexploring land operation for PanZhiHua with reference to the citymanagement experience in other cities, listing thoughts for guaranteeingand pushing the city operation of PanZhiHua.This thesis is divided into four chapters:In the first chapter, this thesis makes general introduction to notion,category, target, significance and characteristics of city operation,concluding usual problems in the process of city operation, bringingforward general thoughtfulness.In the second chapter, this thesis recommends some experience inother cities.In the third chapter, this thesis primarily narrates general situation of2PanZhiHua city that include current city planning, city construction andland operation.In the chapter four, this thesis puts forward the city operationstrategy of PanZhiHua. This thesis analyzes advantages, disadvantages,opportunities and challenges of PanZhiHua, listing the city operationstrategy of PanZhiHua. Furthermore, emphasizing the main problems inthe process of land operation in PanZhiHua, making opinions for pushingdevelopment.Presently, this thesis thinks that the entry into WTO and westernexploitation give unprecedented opportunities and challenge for the citydevelopment of PanZhiHua and other cities. Due to living in PanZhiHuafor over 10 years, the writer feels strongly the lagging economicdevelopment in PanZhiHua.
