All actions which been taken are based on the people, put peoples interests on the first place, rather than from the rulers of their own interests and the action not based on the maintenance of the rulers interest. All the powers of government from legal, due to peoples authorization, the administrative process occurred in the laws and regulations of the peoples close supervision. Once again, the responsibility of the government is a sign of a good government. To the livelihood of the people, the responsibility governments overall goal system is guided by the scientific development, promote the economic benefits, social benefits, ecological benefits overall improvement, make economic development, social development and human development harmonious in unity.
