65页摘摘 要要诚实信用,是社会基本的道德规范,也是行业健康发展和协调运转的基本条件公路建设正处于快速发展的重要时期,建设更安全、更快捷、更经济、更人文的现代化交通体系,更需要诚信机制的支付和保障施工企业是公路建设项目的实施主体,其信用的缺失和不足严重破坏了市场秩序,直接影响公路市场的健康成长因此,本论文在深入剖析公路施工企业失信背景、现状和原因的基础上,指出公路施工企业信用评价是公路建设市场信用建设的基础和关键,是目前迫切需要解决的问题本文借鉴国内外信用研究的理论和方法,结合目前我国施工企业信用评价的实际情况,通过对施工企业信用评价这一主题进行分析、研究和验证,对若干理论和实际问题,进行尝试性的拓展努力,建立了适合我国国情的施工企业信用评价指标体系及评价模型,主要研究工作和研究成果如下:(1)信用评价指标是信用评价的生命线,准确地评价指标对评价结果的正确性尤为关键依据指标选取原则,采取定性分析和定量分析相结合的方法,基于数学理论、评价理论、信用理论建立了施工企业信用评价指标体系,并论证了其充分必要性2)通过对各种评价方法的比较,选取了层次分析和模糊综合评判相结合的方法作为公路施工企业信用评价方法,弱化了评价中的主观因素,使企业信用评价更加客观、科学。
