The result was not very satisfying. Since the founding of PRC , in the first 15 years, Russian was the dominant language in both secondary schools and college. When schools resumed teaching in the early years of 1970s, English became the required foreign language in secondary schools .,A phase of restoration (1978-1985),The first national syllabus was issued by the Ministry of Education in 1978. The general aims: to learn the basic phonetics, grammar, words; to develop preliminary language skills: listening, speaking, reading and translation. The establishment of the National Foreign language Teaching and Research Association(中国教育学会外语教学专业委员会), Two journals: Foreign Language Teaching in Schools《中小学外语教学》,English Teaching and Research at Primary and Secondary Schools 《中小学英语教学与研究》,1978 national syllabus,A phase of rapid development (1986-1992),A revised English syllabus for secondary schools was issued in the autumn of 1986 followed by rewriting of textbooks by the People's Education Press(PEP),A phase of reform (1993-2000),With the 1993 English syllabus and the new textbooks, ELT has yielded promising results. The English proficiency levels of senior secondary school leavers in 1999 had improved by a big margin compared to a similar study done in 1985 by MOE,A phase of innovation from 2000,The New National English Curriculum was issued in 2001( trial implementation). The problems in previous teaching: 1) overemphasis on knowledge while ignoring language ability. 2) a lack of connection between different stages of schooling. 3) little allowance (allowing some freedom to move within limits) for individual learner differences. 4) no formative assessment. Promote learner centeredness and respect individual differences. Develop competence based objectives and allow flexibility and adaptability. Pay close attention to the learning process and advocate experiential learning and participation. Attach particular importance to formative assessment and give special attention to the development of competence. Optimize learning resources, and maximize opportunities for learning and using the language.,Goals and objectives of English language teaching,The new curriculum is designed to promote students’ overall language ability, which is composed of five interrelated components, namely, language skills, language knowledge, affects, learning strategies and cultural understanding. Each component is further divided into a few sub-categories.
