Inaugurated in 1997, the Competition is organized by Foreign Language Teaching and Research Press (hereafter referred to as “FLTRP”), coordinated by English Speaking Union and China Universities English Speaking Association (now China English Language Education Association). One of these shall be designated as Chairperson by the organizers, and will function as Speaker. It’s compulsory for the tutor of each team to act as adjudicator in the Competition. The PM begins the debate(7-minute speech), important because all of the arguments they want to introduce in establishing their burdens in the debate; during the preparation time, think about what arguments can you reasonably make and develop in the 7 minutes. This is the chance for the opposition to establish some clash, directly refute the arguments the government team presented through the PM. Also, any arguments they prepared in general on the topic will be presented in 8 minutes. There is a lot to be done in 8 minutes. The Format of DebateThe Format of DebatenProcedures of the Debate:3 We go back to the government side, the member of the government side has 8-minute speech. 2 responsibilities: to address the general arguments the opposition has presented; respond to the arguments that the leader of opposition made against the PM and also rebuild or reestablish the government case. The Format of DebateThe Format of DebatenProcedures of the Debate:4 The last speaker in the constructive speech is the member of opposition.8 minutes to continue the lines of the arguments that occurred in previous constructive speeches i.e. close the constructive speech.Any arguments you want to introduce in the debate should occur in your respective constructive speech, ultimately by the end of constructive speech. The Format of DebateThe Format of DebatenProcedures of the Debate:Rebuttal speech(总结陈词) is delivered by the leader of the opposition and PM. The leader of the opposition has the 1st rebuttal, which is the opportunity to clarify the arguments for the sake of judges, tell them why the opposition is winning the debate, why their arguments are stronger, The Format of DebateThe Format of DebatenProcedures of the Debate:At the end of the debate, we has the PM rebuttal (5 minutes). Say sth that is in favor of government team. Tell adjudicators why it is important to support the government team based on the outcome the arguments that occurred in constructive speech. The Format of DebateThe Format of DebatenPoint of Information((POI))nPOIs are comments made by members directed at the speech of the member holding the floor; POI should be brief, pertinent and preferably witty. A member offering a Point of Information may draw attention to the offer by saying “on that point; point of information” or similar.
