本文从危机管理的视角，通过理论与实证分析,提出了我国突发环境污染事件应急机制的危机管理模型，研究了突发环境污染事件危机管理的组织结构、决策机制及其经济保障、技术保障、法制建设、信息监控、市民社会、国际资源及社会心理等诸方面的保障机制，拓展了危机管理理论在环境保护方面的运用，在环境污染事件高发期的时代背景下，为我国环境管理领域应急预案的完善提供了理论与实践的借鉴文章从阐述研究突发环境污染事件危机管理的原因、意义及其选题动因入手,简要介绍该领域国内外的研究现状引入公共危机管理理论，诠释危机、突发事件和危机管理基本特征以及危机管理的基本原理在一般危机管理与突发事件的基本理论基础之上，着重研究突发环境污染事件概念和特征，研究突发环境污染事件与一般性的突发公共事件相比较而具有的特别属性和环境污染事件危机管理中存在的特别问题,并由此引发对我国环境污染事件危机成因和我国在这方面的危机管理存在的问题的系统剖析，提出本文关于环境污染危机管理研究的基本分析框架上海交通大学硕士学位论文 突发环境污染事件危机管理系统研究2提出本文关于环境污染危机管理研究的基本分析框架。

通过选取国内外若干突发环境污染事件作为典型案例，运用公共危机管理理论和本文的分析框架进行典型案例研究，对当代国内外应对突发环境污染事件的危机管理系统进行对比分析，借鉴发达国家的经验，分析我国在应对突发环境污染事件中存在的管理体制和应急决策机制等方面的问题提出了危机管理的系统网络和处置流程，就应急处置过程发挥功能作用的信息系统、决策支持系统、制度系统以及动态监测能力建设系统提出了本文的一系列基本观点在上述基础上，提出了完善突发环境污染事件危机管理应强化组织结构、应急队伍、信息支持、协调机制、处置流程、环境法律等诸方面的现代管理机制从技术、经济、环境法制与伦理、第三部门、国际资源及社会心理六个方面论述突发环境污染事件危机管理应予强化的保障机制文章最后就环境管理新理念、应急管理机制、完善预警预案、应急法规体系、工作平台机制五个方面提出了突发环境污染事件危机管理的对策建议关键词 环境污染， 突发事件， 危机管理 ，系统， 构建上海交通大学硕士学位论文 突发环境污染事件危机管理系统研究3SYSTEMATIC RESEARCH ON CRISIS MANAGEMENTFOR EMERGENCY SUDDEN ENVIRONMENTPOLLUTION EVENTSABSTRACTWith the development of modernization in China, the economicconstruction has achieved great accomplishments. But we are sorry to seeenvironmental events which shouldn’t be a burden to economicdevelopment happen frequently all the time. The emergency responsemechanism and the modern crisis management system for dealing withsudden environmental events have become an important challengingsubject at all levels of governments. From the aspects of crisismanagement, the author puts forward an emergency managementframework for sudden environmental events by combining theory withpractice. The author studies organizational construction, decision-makingmechanism and the insurance mechanism of economy securities, technicalsecurities, legality building, information monitoring, burgher society,international resources and social psychology and so on.for controlling thesuddenly happened environmental pollution event, which extends theapplication of crisis management theory to the area of environmentprotection. The thesis applies thetheory of public crisis management to explain the meaning of crisis,suddenly-happened events, primary features about crisis management andprimary concepts of crisis management.
