上海交通大学硕士学位论文 全球化时代的科技外交： 理论与实践 I全球化时代的科技外交：理论与实践 全球化时代的科技外交：理论与实践 摘摘 要要 全球化是当今世界的一个基本特征和发展趋势， 全球化思维也成为衡量当今世界各国政策成熟与否的一个重要参数 随着科技外交在国际竞争与合作中地位的不断提升， 开展对全球化背景下的科技外交研究已经成为一个亟待扩展的学术课题， 本文就此课题分五大部分展开论述 第一部分为概念界定，主要分析了科技外交的含义及其特点了解和认识科技外交是论述科技外交的前提， 这一部分首先阐明了外交的概念，在此基础上论述了科技外交的内涵、特点和表现形式，指出其与经济外交、政治外交等外交形态的异同第二部分为背景和意义研究， 主要探讨了全球化时代条件下中国加强科技外交的必要性和现实意义第三部分为科技外交的理论基础，该部分主要从科学技术对国际关系的影响， （包括：国际体系演变、大国兴衰、国际形象塑造三个方面） ，科技外交具有的兼容性和外溢性，科技外交的效能评估三个角度来分析其中科技外交所具有的“软硬兼施” 、 “恩威并用”的特征作为科技外交的理论核心。

第四部分为实践分析和理性思辨，该部分通过巴黎统筹委员会的建立、 发展直至解散来分析科技外交在其中发挥的作用，把理论与实践相结合，用实践来验证理论第五部分是关于中国科技外交的分析， 该部分首先回顾了建国以来中国科技外交发展史以及目前发展概况， 进而提出中国科技外交面临的机遇挑战以及政策性建议 关键词：关键词：全球化，科技外交，共同利益，国际环境，合作观念 上海交通大学硕士学位论文 全球化时代的科技外交： 理论与实践 IIScience and Technology Diplomacy under the Era of Globalization: Theory and Practice ABSTRACT The globalization is a basic characteristic and trend of development in the world now, and the globalization thought also becomes an important parameter of weighting policy mature or not in the world. With the development of international competition and cooperation, science and technology diplomacy study has become an urgent academic subject. This paper will discuss the subject from five main sections. The first section is on the definition of concepts, mainly analyzing the science and technology diplomacy and its characteristics. Understanding science and technology diplomacy is the premise of elaborating, during this part, the author figures out the features and forms of the science and technology diplomacy and further to explain the differences between politics diplomacy, cultural diplomacy, economic diplomacy and other forms of diplomacy. The second section is about the background research, the author mainly discusses the necessity and the meaning of enhancing science and technology diplomacy for China. On one hand, the globalization and the rapid development of science and technology have changed the form of diplomacy. On the other hand, under the background of China’s peaceful development, science and technology diplomacy offers opportunity for China to participate the process of solving the global issues and affords proper international responsibility. The third section is about the theoretical basis for science and technology diplomacy. In this part, the author summarizes the theory from three aspects that are the changes international systems, the rise and fall of the great powers, and the cultivation of international image. Besides, here the author also explores the ways of evaluation of science and technology diplomacy. The last part mainly introduces the general situation about China’s science and technology development, at the same time, the author also figured out the challenges and opportunity and made some suggestions. 与此同时，在中国和平发展的过程中，中国的科技创新能力日新月异，科技外交也扮演着越来越重要的角色纵观历史，科学技术在不同的历史时期，其重要性不同在农业社会科技的作用比较小，谈不上什么科技外交在工业社会，科技的作用越来越大，科技外交逐步引起人们重视随着信息时代和知识经济时代的来临，科技已经成为现代社会、经济发展的主导力量，科技外交也就成为越来越重大的问题总而言之，科技外交在当今已经成为国际关系和各国外交实践的一个全新领域 那么， 什么是科技外交？国家如何运用科技外交？作为综合国力研究和国际关系研究及指导外交实践的重要内容，研究科技外交具有十分重要的意义 目前国内外对科技外交的研究十分匮乏，从概念界定、理论体系建构到案例论证尚缺乏细致的分析因此探讨科技外交是有必要的，以此选题来尝试弥补对科技外交研究的不足，促进科技外交从定义到发挥作用机制的深入探讨 科技外交研究能够促进对综合国力研究的深入， 加强对国际关系中软实力与硬实力的理解科技外交是国家总体外交的一个重要方面，合理的、正确的运用科技外交可以促进国家软实力的建构、提升国家形象；同时，又可以化解全球问题、中国责任论等国际压力，适应全球化时代大国崛起的需要，具有很强的现实意义。

从学科建设的角度来讲，科技外交研究能够促进学科建设国际关系是一门新兴学科，在理论体系上与其他学科相比显得较为薄弱科技外交的研究能够拓展国际关系研究的广度和深度，能够加深对外交实力、外交资源等新研究角度的认识但是目前国内、国外对科技外交的研究是比较薄弱的科技外交是近年来外交学中新出现的概念， 要从完善学科理论体系建设的角度继续加深对外交工作规律性的认识因此，研究科技外交是非常富有理论价值和实践意义的 1.2 学术研究现状学术研究现状 科学技术对国际关系有重要的影响，这一点在学术界已有定论但是科学技术以什么样的方式施加影响， 建立在科学技术对国际关系有重大影响之上的科技上海交通大学硕士学位论文 全球化时代的科技外交： 理论与实践 2外交又是如何发挥作用的，在以往的学术研究中几乎没有系统的阐述本课题以“科技外交”为主题，通过“合作”与“冲突”两条主线，对已有的相关研究进行梳理、分类，以便在撰写论文之中进行借鉴提升 就目前的研究成果来看，研究科技外交的系统著作当属：赵刚撰写的《科技外交的理论与实践》一书，本书提出了科技外交较为完整的定义，作者围绕该定义进行了内涵与外延的阐释，但是该书未能系统建立国际关系的理论支撑，尽管作者试图归纳出科技外交的理论，但由于研究。
