该报创立于与日本、后迁到上海，由梁启超担任主笔梁氏积极 为当时的宪政建设建言献策，引导该报以宪政“向导”面目出现，希望用温和的手法引 导清政府走向君主立宪政体；同时因为害怕革命伤及国家根本而反对暴力革命，曾与朝 廷的立宪运动形成互动不幸的是，由于清政府在立宪期限上首鼠两端，梁启超与该报 因此失望至极，在政治倾向逐渐由温和转变为激进，开始同情革命这种政治态度的变 化，不仅是对清季时局剧变的客观反映，也是资本主义政治思想传播发展新阶段的一个 具体而微的象征 关键词 《国风报》 梁启超 立宪运动 君主立宪 转变 Abstract II Abstract Represented by Liang Qi-Chaos early 20th century constitutionalists, often through the press to promote the constitutional monarchy, the wind is one that cannot be ignored.The newspaper was founded in Japan, later moved to Shanghai, serving as lead author of Liang Qichao.
