Now, an agreement is made on relevant issues, and the terms and conditions are as follows:1 . (Name of an agency) is the leading unit of this consortium and (name of a natural person) is authorized to participate in solicitation activities in the name of the consortium. Units in the consortium acknowledge all documents signed by the authorized representative and other acts and bear legal liability.2. On behalf of the consortium, the legal representative of theleading unit shall be responsible for all affairs of the international solicitation activities. It shall submit and receive relevant data, messages and instructions and deal with other consulting affairs involved in this project. The consortium shall submit the final document and bear the responsibility of solicitation in strict accordance with relevant rules and all requirements of the technical document.4.
