This method is made with the purpose of ensuring the correct assessment of staff’s moral and work performance, accomplishing the quality policy and organization goals and fulfilling fully the role of employees in Quality Management Systems.2. This method is applicable for all contracting employees of the company.3. In the principle of fairness and objectiveness, the assessment shall be implemented by means of combination of individual summary and department assessment. 4. Employee assessment includes morality, competency,diligence and achievement, in which the performance ofthe achievement shall be mainly focused. Morality refers to his or her political philosophy attitude, work style, and professional morality. Ability refers to the basic capability or skill competence to facilitate his/her work. Diligence refers to work attitude, spirit and devotion attitude. Achievement refers to the quantity and quality and merit of his/her job fulfillment. 5. The result of assessment is divided into three grades, say excellent, qualified, and unqualified. The criteria of each grade are depicted as the following. a. Criteria of excellent: Correctly implement the basic line, principles, and policies of the CPC (Communist Party of China) and China; Abide by regulations of the company. Possess professional skill. Being familiar with jobs. Diligence. The spirit of innovation. Beautifully fulfilling annual goals (task). b. Criteria of qualified: Criteria of excellent: Correctly implement the basic line, principles, and policies of the CPC (Communist Party of China) and China; Abide by regulations of the company. Being quite familiar with jobs. Proactive in works. Fulfilling annual goals (task) on time.c. Criteria of disqualified: The quality and competence of political and business is not good. Incapable of meeting work requirement. Responsibility for job is not strong. Incapable of reaching annual goals (task). Leading to heavy losses or bad impact caused by the lack of responsibility.6. The assessment is implemented once at the end of each year. Personnel department takes responsibility to establish assessment plan facilitated by each departments, each department carefully fills in Annual Assessment Register Form and submit assessment information along with Annual Assessment Register Form to personnel department for filing. a) Non-managerial employee assessment procedures:i. Staff being evaluated fills in Annual Assessment Register Form by summing up the fulfillment of his/her responsibilities and the fulfillment of annual work goals (tasks) in current year. ii. Division or unit head writes comments and advice on the basis of self-appraisals of his/her subordinates and comments from team appraisals. iii. The result of the assessment shall notify the Staff being evaluated.b) Managerial staff assessment procedures:i. Staff being evaluated fills in Annual Assessment Register Form and write an annual work report.ii. By the power limitation of management, leader in charge writes comments and advice on the basis of self-appraisals of his/her subordinates and comments from team appraisals.iii. The result of the assessment shall notify the Staff being evaluated.7. An award shall be granted to the excellent employees according to regulations concerned. 8. The unqualified employees after annual assessment shall be handled with by the following rules.i. Unqualified employees shall be arranged to receive job-off training by his/her department, all performance pay and award pay shall be suspended during training period. ii. Unqualified employees with two continuous years shall be considered to relocate his/her current position, and lay-off or termination of contract will be imposed if no proper relocation is implemented. 9.
