      提升领导者应对突发公共事务的实力,是推动构建和谐社会和实行科学发展观的须要;是提升政府形象及公信力,增加政府凝合力的须要;也是应对当前突发事务发展趋势和提升领导者个人实力不断发展的须要但是,现实中领导者应对当前突发事务的实力仍存在一些问题和不足,领导者的思想相识不到位,危机意识薄弱;心理压力巨大,抗风险实力不强;社会管理和公共服务实力不足;信息沟通、危机公关实力欠缺;也缺乏处置突发公共事务的特地训练、阅历不足因此,提升领导者应对突发公共事务的实力,领导者应加强学习,储备必要的应急学问;培育坚毅的意志,主动调适心态;加强培训和演习,提高应急意识和实力;提高以人为本,坚决决策、现场处置的实力;强化信息沟通,引导舆论的实力;另外,为使领导者的实力得到最大程度的发挥,必需完善机制,优化领导者实力发挥的环境关键词:突发公共事务 领导者 实力Leader enhance the ability of public emergencies of countermeasuresAbstract: At present, public emergencies did more and more damages to the economic and social development, active to public emergencies, leader of the vital capacity and play the role.       随着全球化的深化发展,国际范围内危机事务的发生频率呈明显的上升趋势各国危机事务的频频发生,除与全球化有关外,还有各个国家详细而特殊的缘由目前,我国正处在改革开放和现代化建设的关键时期,在改革开放力度不断加大,社会主义市场经济快速发展的形势下,不行避开的会因各类冲突和问题引发不同程度的突发公共事务这种不行预料的,特别态的突发事务,往往会对人类的生存和发展造成预料不到的灾难性后果和危害2001年美国发生的“9.11”事务,2003年我国发生的SARS事务,2004年的印度洋海啸以及今年爆发的甲型H1N1流感等,都给我们敲响了警钟二)选题的意义突发公共事务会影响到经济社会的发展,和谐社会的构建2006年1月我国颁布了《国家突发公共事务总体应急预案》[1],总体预案所称的突发公共事务,是指突然发生,造成或者可能造成重大人员伤亡、财产损失、生态环境破坏和严峻社会危害,危及公共平安的紧急事务突发公共事务有时也简称突发事务突发公共事务由于其有危机的潜质,具有向危机转化的的特性,因此,有时也将突发公共事务称为公共危机事务突发公共事务具有公共性、突发性、紧急性、高度不确定性、极大的危害性、超地域性或全球性和双重效果性等特征。

      《国家突发公共事务总体应急预案》将突发公共事务主要分成四类:自然灾难、事故灾难、公共卫生事务、社会平安事务如何有效地应对这些突发公共事务,是提高党和政府的执政实力的重要内容,也是各级党委和政府面临的一个特。
