THE PRESIDENT: Well, good morning, everyone. 听众:早上好!THE PRESIDENT: We are gathered in the heart of our nation’s capital,总统:我们相聚在国家首都的核心surrounded by memorials to leaders and citizens who served our nation in被那些在最早时期和最困难时期为我们的国家服务的领导人和公民所包围its earliest days and in its days of greatest trial. Today is such a time for America. Over the past two years, we have faced the worst recession since the Great在过去的两年,我们面对了自大萧条以来最为糟糕的经济衰退Depression. Eight million people lost their jobs. Tens of millions saw八百万人失业。

the value of their homes and retirement savings plummet. Countless上千万人眼睁睁的看着自己的房子和退休储蓄的价值骤然下跌businesses have been unable to get the loans they need and many have been无数的商人已经不能得到他们所需要的贷款,还有很多已经倒闭forced to shut their doors. And although the economy is growing again,尽管经济已有所好转too many people are still feeling the pain of the downturn. Now, while a number of factors led to such a severe recession, the primary 虽然导致这样的经济衰退的因素有不少,cause was a breakdown in our financial system. It was a crisis born of

a failure of responsibility from certain corners of Wall Street to the 它是由于华尔街的某几个角落以及华盛顿权力部门的门厅的失职引起的halls of power in Washington. For years, our financial sector was数年以来,我们的财政部门governed by antiquated and poorly enforced rules that allowed some to 都被过时的和贫乏的强制性制度所支配,以至于让某些人钻了制度的空子game the system and take risks that endangered the entire economy. Unscrupulous lenders locked consumers into complex loans with hidden Firms like AIG placed massive, risky bets with borrowed money. And while the rules left abuse and excess unchecked, they also left 这种制度不仅留下了额外的未经审查的恶习,他们也将纳税人引入了圈套假如taxpayers on the hook if a big bank or financial institution ever failed.

Now, even before the crisis hit, I went to Wall Street and I called for 现在,甚至是危机到来之前,我去华尔街,总的来说是呼吁一些常识的改革去保common-sense reforms to protect consumers and our economy as a whole. And 护消费者和我们的经济soon after taking office, I proposed a set of reforms to empower consumers在我就职后不久,我就提出了一系列改革的措施以授权于消费者和投资者,将and investors, to bring the shadowy deals that caused this crisis into 引起危机的处于阴影的交易带入光明the light of day, and to put a stop to taxpayer bailouts once and for all. Applause.) Today, thanks to a lot of people in this room, those reforms

will become the law of the land. For the last year, Chairmen Barney Frank and Chris Dodd have worked day 在过去的一年,Barney Frank 和 Chris Dodd 日以继夜的工作--(鼓掌)-- and night -- (applause) -- Barney and Chris have worked day and night to 他们日以继夜的工作以带来这个改革bring about this reform. And I am profoundly grateful to them. Senator Harry Reidbe remiss if I didn't also express my appreciation to Senator Harry Reid and Speaker Nancy Pelosi领导才能的感激,我将感到这是对你们的怠慢and Speaker Nancy Pelosi for their leadership. It wouldn’t have happened without them. (Applause.)

Passing this bill was no easy task. To get there, we had to overcome the 这个法案的通过不是简单的事情为了这个,我们必须克服一大批利益组织的激furious lobbying of an array of powerful interest groups and a partisan 烈游说和少数党派对变革的阻挠minority determined to block change. So the members who are here today,所以,今天在座的各位both on the stage and in the audience, they have done a great service in不管是在这里的还是观众,他们花费了很多的时间和技术来为此努力devoting so much time and expertise to this effort, to looking out for来留心the public interests and not the special interests. (Applause.)

鼓掌)而我也also want to thank the three Republican senators who put partisanship要感谢三位共和党参议员,他们抛开党派偏见--aside -- (applause) -- judged this bill on the merits, and voted for reform.(鼓掌)--在优点上评判这个方案,并且为之投票We’re grateful to them. (Applause.) And the Republican House我们感激他们(鼓掌)和共和党成员members. (Applause.) Good to see you, Joe. Now, let’s put this in perspective. It provides certainty to everybody, from bankers to farmers to business owners to consumers. And unless your business model depends on cutting corners orbilking your customers, you’ve got nothing to fear from reform. (Applause.)Now, for all those Americans who are wondering what Wall Street reform means for you, here’s what you can expect. If you’ve ever applied for a credit 。
