湘潭大学 硕士学位论文 陕甘宁边区赵占魁运动述论 姓名：张静 申请学位级别：硕士 专业：党史 指导教师：唐正芒 20070501 I 摘 要 赵占魁运动是在中共中央和毛泽东领导和支持下，由陕甘宁边区总工会发起， 以培养广大工人群众以新的劳动态度对待新的劳动、提高生产热忱、发展边区经 济、克服抗战困难为目的而发动的工人运动运动从 1942 年 9 月发起，1947 年 2 月结束本文依据赵占魁运动开展的深度、广度以及运动内容和形式的变化， 把运动分为初步开展阶段、普遍推广阶段、深入开展阶段和运动的沉寂、结束阶 段在中共中央职工运动委员会和边区总工会的指导和推动下，赵占魁运动很快 在边区工厂中普遍开展，并在运动中涌现出二三百名赵占魁式的、以新的劳动态 度对待工厂生产的劳动英雄和模范工人，赵占魁运动也在总结经验的基础上逐步 发展和深入运动的内容从以树立新的劳动态度、提高劳动效率为主，渐次扩展 为培养工人的劳动品质与提高劳动技术并重；运动的形式，也从树立赵占魁这一 名新型工人为旗帜，改变为广泛选拔劳动英雄和模范工人，在每一行业、每一工 厂树立典型，作为工人学习的榜样，运动的内容更丰富，形式多样化和群众化。

在赵占魁运动影响下，我党领导的其他抗日根据地也掀起了新劳动者运动 赵占魁运动是我党领导的工人运动史上的壮举之一，也是一次较为成功的思 想政治教育实践，它对于边区工业建设的发展、对于工人新的劳动态度的树立和 新型工人品质的培养等方面都起到了非常重要的作用同时，在运动中以赵占魁 为代表的模范工人所具有的艰苦奋斗、大公无私、踏实工作、甘于奉献的劳模精 神，以及运动中以树立榜样的方式进行思想政治工作的经验，对于新时期社会主 义市场经济条件下的党的思想政治工作也有重要启示和借鉴作用 关键词：陕甘宁边区；赵占魁；赵占魁运动；党的思想政治工作 II ABSTRACT The Zhao Zhankui movement is a labor movement initiated by the General Labor Union of Border Areas of Shaanxi-Gansu-Ningxia ,under the leadership and support of the Central Committee of the CCP and Mao Zedong, with the goal of cultivating the general working masses' new work manner, enhancing their enthusiasm for the production, developing the economy in the border and overcoming the difficulties in the Anti-Japanese War, which started in September, 1942, and ended in February, 1947. This article, according to the depth, breadth as well as the contents and changes of the forms of the Zhao Zhankui movement, divides the movement into four stages, the preliminary development stage, the universally promoted stage, the thoroughly development stage and the conclusion stage. Under the guidance and promotion of the Central Committee of the CCP labor movement committee and the border area General Labor Union, the Zhao Zhankui movement was soon carried out in the factories in the border area. Two to three hundred new model workers emerged during the movement, who followed Zhao Zhankui in their attitude toward working and production. Meanwhile, the movement had developed and strengthened gradually by learning from the experience in the past. The contents of the movement were primarily setting up new work manner and raising the efficiency of production, then became to attach importance to both cultivating worker's working quality and improving working technology. The form of the movement were also developed from setting up Zhao Zhankui, the new worker as a flag to selecting the labor hero and the model character widely in each profession and each factory to set up models for workers to learn. In one word, the contents of the movement were richer and the forms were diversified and wide-spread among common people. With the influence of the Zhao Zhankui movement, other base areas against Japan also implemented the new worker movement. The Zhao Zhankui movement is one of great achievement in the history of labor movement of our party as well as a successful ideological and political work, which played a very important role in the industry construction development in the border area and the establishment of new working attitude and cultivation of new worker’s quality. Besides, the spirits of arduous struggle, unselfishness, steadfast work and wiliness to sacrifice displayed by the model workers with the representative of ZhaoZhankui and the experience of implementing ideological and political work III through setting up examples in the movement will offer great enlightenment and instruction on the ideological and political work in the new era of the socialist market economy. 运动从 1942 年 9 月在职工中酝酿、发起，1943 年即普及边区所有工厂和作坊， 1945 年初陷入沉寂，直到 1947 年 2 月被新发起的增产立功运动取代，历时四年 多在赵占魁运动的影响和推动下，各抗日根据地掀起了新劳动者运动，如太行 区公营工厂开展甄荣典运动、晋西北开展张秋凤运动、晋东南开展张绍常运动 赵占魁运动的开展，不仅对边区工业建设和培养广大工人的新劳动者品质等方面 起了重要作用，而且对党探索在公营企业中开展长期群众生产运动的形式，和对 于探索党领导思想政治工作的经验，也有着多方面的重要意义而目前对于赵占 魁运动的研究还比较欠缺虽然在有关抗战时期的工人运动的著作中，如齐武主 编的《抗战时期中国工人运动史稿》 、孙茂生等主编的《中国工人运动史》 、盖军 主编的《中国工人运动史教材简编》等书中都提到了赵占魁运动，但都语焉不详， 概括简略在论文方面，据笔者所掌握的资料，仅有《赵占魁和赵占魁运动》和 《抗战时期陕甘宁边区的赵占魁运动》两篇文章 《赵占魁和赵占魁运动》发表 于《党史文汇》2001 年第 11 期，是以叙事的方式讲述赵占魁运动，不是严格意 义上的学术论文；张水良的《抗战时期陕甘宁边区的赵占魁运动》虽然对运动开 展的大致背景、过程做了介绍，但是该文的重点部分是介绍运动开展对边区工业 建设的重要作用，而且限于篇幅，也没能较全面地呈现赵占魁运动的开展过程、 历史作用等。

有鉴于此，笔者试依据赵占魁运动开展的历史背景、概况以及运动 的历史和现实意义等方面作一较为系统的回顾和探讨，并试图总结出在指导运动 开展过程中党的思想政治工作的历史经。
