OVER AND OUT.M/V GUANG MING FENG:ROG.ER OUT.7.5 与多语种船员接触时也能履行驾驶员的职责;英语是船舶航海和海上货运的公共交流语言.为了船舶航行安全和高效操作,每个从事船舶航海的船员必须掌握和正确使用航海英语.经修订的 1978 年 STCW 公约要求 500 总吨或以上船舶负责航行值班的人员知晓,理解和具备使用标准海事通信用语的语言能力,应尽可能经常将这些通信用语优先于其他近意的词汇加以使用,并作为航海教育和培训的一个指导部分.国际海事组织根据 STCW 公约修订后的 1979 年 SOLAS 公约关于口语通信方面的要求,并为了使船舶航行和操纵更加安全,使海上,港口,附近航道,港内及船上通信联系时所使用的语言标准化,编制了标准海事通信用语.通过这一途径,时这些英语通信用语能成为广大船员接受的安全语言.当在对正确意义和翻译有疑问的诸多情况下,所有航海国家的人员可通过标准用语进行信息语言交流,提高海上现代条件下的通信和准确性.为此,标准海事通信用语立足于英语的基础知识,以最大程度上减少语法,词汇和习惯用语的多样性;并规范其结构,以减少语言通信中有关方面的误解,从而达到标准海事通信用语的使用目的.适任 8:发送和接受视觉信号 TRANSMIT AND RECEIVE VISUAL SIGNALS。
