摘要乙 当 * 、 ， 电 信 企 业 现 实 的 问 题 是 尽 管 固 定 电 话 网 规 模 大 、 投 入 多 ， 但 业 务 收 入 水平仍不高， 投入产出比 相对国外同行业还有较大的差距; 同时， 市场的需求巨大， 具备非常可观的经济潜力， 及如何挖掘这种潜力， 是电信运营企业面临的重要课题和主要困惑 现阶段最主要的方式—开放智能业务提高网络资源利用率随着智能业务的不断发展， 业务量的迅速增加， 整个系统的瓶颈问题越来越突出，并带来智能网系统的运行不稳定，影响业务开展;同时也造成P S '1'N 运行质量下降、网络安全受威胁 这是由于建网初期对话务量的预测不足， 采取集中设置智能网系统设备方法而引起的， 如S C P 采取混合使用， 以相互补偿各类智能业务的波动， 而带来了以S C P 为界面的较大系统瓶颈问题， 如果业务量大会引起S C P 大量拒呼， 严重时还会完全阻断业务;此外，由于S S P 的配置不够加之智能网话务的突发性强，而S S P 决定了智能网系统可接受话务量多少的能力因此S S P 也是目 前系统的一大瓶颈由于瓶颈问题的存在， 使智能网系统极不适应高 话 务 和 突 发 话 务 的 需 了奎 梦网 络 的 瓶 颈 问 题 分 别 从 S S P 和 邻 接 局 (包 括 SC P 和与E - C u b e 相连的端局)发生过负荷时，E - C u b e 程控交换机在版本F S R 2 1 6 . 3中对大话务量的控制方法及改进。
