    • 辽宁省统招专科与自考本科学历衔接问题与对策 I 辽宁省统招专科与自考本科学历衔接问题与对策 摘 要 改革开放以来,我国的高等教育事业得到了深入、长足的发展,基本形成了适应国民经济建设和社会发展需要的多种层次、多种形式、学科门类基本齐全的社会主义高等教育体系 辽宁省地区每年参加全国普通高等教育入学考试(即高考)的考生,大约为 25 万人其中约有 40%至 45%的考生被普通专科(即统招专科)学校录取,也就是说经过 3 年制的大专学习后,每年会有近 10 万人的大专毕业生,这些专科毕业生受到来自不同层面上的各种影响,普遍存在着提高学历层次(即:专科升本科)的需求 在我国专科晋升本科学历的途径大体上分为:统招专升本、自考专升本、成人专升本三种其中自考专升本考试以其不受招生计划限制、学习方式灵活多样、毕业时间短等优势成为了统招专科毕业生提高学历层次的最主要途径 本文首先陈述了我国不同教育体系下,不同层次的高等教育学历衔接过程,接下来又重点描述了辽宁省地区统招专科与自考本科学历衔接的过程,通过问卷调查法、数据统计法等调研方法提取了辽宁省地区,普通高等教育专科升自考本科过程中存在的各种问题:课程体系重复、大专毕业生就业难、学历衔接存在双向教育资源浪费、部分课程陈旧与实际应用脱节等问题。

      针对上述问题进行了深入的研究,通过整合各类数据对比,深层次的阐述和分析了问题的成因,并首次(创新)提出了“统招专科学历与自考本科学历衔接同步化” (将自考本科课程纳入专科学制内,实现专科毕业的同时取得本科学历)的具体解决方案;并从时间、政策两个层面上论证了“同步化”方案的可行性,同时指出有效实施“同步化”方案各个层面(政策层面、高校层面、社会层面)都应该实施哪些具体措施;文章最后以相关政策为依据,大量实际数据为基础对“同步化”方案的有效性进行分析,并展望了实施“同步化”方案能带给辽宁省地区教育系统的优秀成果 希望本文对加速我省教育体制改革,优化教育资源合理分配起到一定的建设性意义 关键词:高等学历教育,统招专科,自考专升本,学历衔接 辽宁省统招专科与自考本科学历衔接问题与对策 II ENGLISH TITLE Abstract Since the reform and opening up in China, higher education in our country has been developed thoroughly and rapidly. Which basically adapt to the national economic construction and social development in various levels, forms, basic range of disciplines within socialist education system. About 25 million people attend the national general higher education entrance in Liaoning Province each year. 40-45% of them are admitted to common community college (ie, college entrance examination). That is to say, every year, there will be nearly 10 million junior college graduates after the study in three-year community college. These students are influenced by different levels. Generally, they have to satisfy the need of improving their level of education. In other words, these students need to upgrade themselves from junior college students to university students. Generally, the ways of upgrading from community college to university can be unified enrolment, self-study examination, and adult text. Among them, self-study examination is becoming the major way of upgrading the education level for unified enrolment students from community college. It is mainly because this kind of examination is not subjected to enrolment plan. Moreover, various learning styles and short study time in the school are also the advantages which make this examination be populared. This paper extracts different kinds of problems that exist in ordinary higher education text through the ways of questionnaire investigation, data statistics, and case analysis research in Liaoning province. These problems include: course system the linkup of repetition, difficulties of college graduates' employment, education bidirectional education resources waste and old part of the course and practical application. Moreover, the above problems are discussed thoroughly by integrating all kinds of data contrast, deeply expounds and analysis the cause of the problem, and (innovation) is proposed for the first time “link unified enrolment of trade school diploma to self-study examination bachelor degree” (take examination of undergraduate course in college within the system, realizes the specialized subject graduates obtain bachelor degree) at the same time the specific solutions; Based on the related policy and a large number of actual data, the 辽宁省统招专科与自考本科学历衔接问题与对策 III paper aims to analyze the feasibility and effectiveness of “synchronizing the connection of different levels of degree”. Finally, the thesis put forward a prospect of the implementation of the scheme of degree to connect and synchronization brings outstanding achievements in the regional education system in Liaoning province.
