中石化结题汇报 篇一：中石化学习汇报　　调度中心前往中石化物资装备部进行业务交流汇报 调度中心是一个新成立的部门，为了更加好地做好本中心以后的工作，为了更加好的落实集团“找差距，抓整改，促提升”的活动，为了调度中心更加好的、全方面的抓好本部门的经营管理工作，我中心相关人员前往中石化物资装备部进行业务交流：　　一、中石化物资装备部的发展和介绍：　　中国石化国际事业有限企业成立于1983年，注册资金14.2亿元，是中国石化的全资子企业，负责外贸统一经营，是中国改革开放后最早成立的国际贸易企业之一中国石化物资装备部中国石化物资管理职能部门，负责中国石化物资供给归口管理和总部集中采购2021年3月，物资装备部和国际事业企业合并重组，推行中国石化“物资管理部、中央采购部、国际贸易企业”三位一体职能，下设专业化管理、专业化采购和出口业务等22个处室，全球化采购优势深入显著，我国外一体化经营机制愈加完善　　二、业务交流经验　　物资贮备　　1、中石化物资装备部的物资经营管理模式采取的是管办结合的方法　　2、物资贮备模式关键以信息库存和实物库存相结合的方法 信息库存是指：依据各子分企业上报的年度采购计划，和供给商建立框架协议，将协议采购产品数量加入集团ERP系统，形成模拟　　库存。

实物在供给商的地方储存，依据各个分企业上报需求进行调拨　　实物库存是指：根据中石化生产企业消耗量较大的产品，集中采购，然后依据生产企业区域分布情况，建立区域型物资贮备库　　3、建立了完善的信息采购、库存系统，其中包含：ERP系统、电子商务系统、MRO采购模块等　　4、建立了完善的各级子分企业积压设备考评机制，按季度对各单位进行积压物资考评　　5、依据整年对各级子分企业积压设备考评情况，建立了完善的奖励机制　　调度调剂　　1 、企业物资供给部门把可供调剂的物资信息立即维护到贮备管理信息平台调入企业在物资采购电子商务网上填写调剂单并生成调剂协议，调入调出企业依据协议办理物资出入库手续　　2 、调出企业负责对物资质量把关，确保调出物资质量合格、质量证实文件和技术资料齐全；调入企业要根据质量标准和技术要求进行验收　　3、 调度调剂价格积压物资自界定之日起，12个月内调剂价格为物资账面价值的60%；超出12个月调剂价格为物资账面价值的10%实现内部折价调剂后，财务部门要立即进行账务处理，折价损失计入责任企业当期损益　　4、调剂物资货款结算调入企业在验收合格后30日内全额支付货款，不采取预收、预付款方法。

　　5、调入企业在物资使用30日内，将物资使用方向报如协调单位 考评奖励　　1、下达贮备和库存管理考评指标，经过月度通报、季度评选、年度总结的方法对企业贮备和库存管理情况进行考评　　2 、考评关键内容　　（1）库存资金占用责任主体调整情况　　（2）物资贮备和库存管理考评指标完成情况　　（3)改代利用和调度调剂情况　　3专题奖励　　(1)物资贮备和库存管理纳入中国石化总经理专题奖励　　(2 )物资装备部分板块综合考评排名，制订贮备和库存管理优秀单位奖励方案，经企业改革管理部会签，报集团企业主管领导审批后实施　　(3 )贮备和库存管理优秀单位奖励方案实施结果和集团企业主管领导指示一并报企业改革管理部，由企业改革管理部统一汇总后报人事部核增工资总额　　(4) 企业要把专题奖励用于表彰奖励在贮备和库存管理工作中成绩突出的单位（部门）或个人，专款专用，并将奖励分配情况及优秀事迹报物资装备部立案　　三、面临问题　　1、因为物资品种多、贮备分散等原因，物资装备部无法对物资贮备信息完全掌握　　2、资产在各级企业，划分资产极难协调　　3、调拨双方主观不愿意，质量界定相对困难根据中石化物资装备部要求：质量由调出方负责，质量由调入方验收。
