    • 摘 要 I摘 要 拖欠农民工工资不仅严重侵害了农民工的合法权益,而且也影响了社会的稳定、和谐发展但是拖欠农民工工资问题是由来己久,并有复杂的社会因素探究建筑业拖欠农民工工资问题的根源,从而寻求解决问题的有效方法对于恢复建筑市场诚信,保持社会稳定, 促进建筑业乃至国民经济健康发展都具有重要意义 论文主要研究了如下内容: 1、分析了建筑业农民工工资拖欠的现状、特征及类型 2、分析了建筑业拖欠农民工工资的原因及社会危害政府项目拖欠工程款、建设单位建设资金不足、施工单位恶意拖欠再加上农民工打工行为不规范、法律保障意识不强以及法律体制的不完善等都是导致农民工工资被拖欠的因素 3、从各种约束机制上阐述了解决建筑业拖欠农民工工资的对策 清欠己拖欠的工资并不是我们的主要和最终目的,防止新的拖欠,提高农民工的素质, 充分开发和利用农民工的潜能, 真正保障农民工的合法权益, 改变社会的二元格局,促进整个社会健康、和谐的发展才是最终目标 关键词:农民工 工资 拖欠 保障机制 Abstract IIAbstract Defaults salary is not only severely infringing the lawful rights of the peasant-worker, but also affecting social stability and harmonious development. But the problem has a long history and complex social factors. This essay is trying to explore the roots of the questions and find the effective way. To restore and maintain honesty in the construction market, promote the construction of social stability and healthy development of national economy is of important significance. The paper mainly studies as follows: 1. Analyze the present condition, characteristics and types of arrears of wage of migrant workers in construction industry. 2. Analyze the reason on arrears of wage for construction workers and social harm. The government defaults on construction cost for project construction. Construction unit default, due to lack of funds. Unit in charge of construction default maliciously. And behavior of awareness is not standard, and awareness of legal protection and legal system of imperfect are caused by default salary. 3. Expounds countermeasure to solve arrears of wage from various constraint mechanism for the construction industry. Clearing up defaults has not our main and ultimate aim, the ultimate goal is to prevent new defaults, improve the quality of rural migrant workers, and fully develop and utilize the migrant workers, real potential legitimate rights and interests, safeguard social change, promote the dualistic structure of healthy and harmonious development of society.
