General一般条款1. Scope of Bid 1.1 The World Health Organization, hereinafter "the Employer", wishes to receive bids for the construction of a 400 Bed Hospital at Suleimaniyeh in Northern Iraq, hereinafter referred to as "the Works",范围 1.1 世界卫生组织以下称为“雇主〞望能收到修建伊拉克北部苏莱曼尼亚400床位医院的书以下简称为“本工程〞 1.2 The successful bidder will be expected to plete the Works within the period stated in the Appendix to Bid. 1.2 中标人需要在标书附页所规定的工内完本钱工程1.3 Throughout these bidding documents, the terms bid and tender and their derivatives (bidder/tenderer, bid/tendered, bidding/tendering, etc.) are synonymous, and day means calendar day. 2. Qualification 2.1 Bidders shall, as part of their bid, submit in a separate folder marked “Qualification of the Bidder, the following documents:2.资质 2.1 作为标书的一局部人应该单独提交装在标有“人资质〞的袋里的 以下资质： (a) A written of attorney authorizing the signatory of the bid to mit the bidder; 〔1〕一份受权标书签字人代理履行人义务的书面受权书b) The name of the pany, registered address, description, date established, years of experience as contractor, structure and organization, details of the number of tenical, administrative and labour resources, details of contractor’s equipment and facilities; 〔2〕注册地介绍成立日作为承包商有多少年的工程承包经历构造和组织体系技术人员理人员和劳动力资源等详细信息承包商所拥有的设备及设施的详细情况；(c) Registration certificates and certificates of good standing; (3) 注册证明和良好的信誉证明；(d) Statement confirming current ownership, directors and authorized executives; 〔4〕确认当前所有权经理和经受权的执行经理〔工程经理〕的申明书；(e) Audited accounts for the last 3 years; 〔5〕 最近3年来的审核账目；(f) Bank statement confirming financial standing, access to lines of credit and availability of other financial resources; 用于证明财务状况的银行对账单获得信誉贷款的额度以及所拥有的其他金融资源。

g) Experience record including relevant projects pleted (name of project, location, employer, project value, year started, year pleted); 〔7〕包括已开工的类似工程在内的业绩证明〔工程名称地点雇主工程造价开工年份开工日〕(h) List of all projects in progress including name, location, employer, value, year stated and expected pletion date. 〔8〕所有在建工程包括工程名称地点雇主造价开工年份和预的开工日All above documents shall be in English or, where the original document is in any other language, it shall be acpanied by any official English translation. 以上所有应以英语书写或者假设原始使用其他任何一种语言这些应附上正式的英语翻译。

2.2 Bids submitted by a joint venture of two or more firms as partners shall ply with the following requirements: 2.2 由两个或两个以上合作伙伴组成的结合体提的标书应满足以下要求a) The bid shall include all the information listed in Sub-Clause 2.1 above; 〔1〕标书应包含上述2.1条所提及的所有内容b) The bid and, in case of a successful bid, the Agreement, shall be signed so as to be legally binding on all partners; 〔2〕假设结合体中标那么所签署的标书和协议对所有合伙都具有法律约束力；(c) One of the partners shall be nominated as being in arge, and this authorization shall be evidenced by submitting a of attorney signed by legally authorized signatories of all the partners; 〔3〕应提名合伙其中之一作为主承包商同时应通过提交所有合作伙伴法定受权签字人签字的受权书来证明这种受权委托关系；(d) The partner in arge shall be authorized to incur liabilities and receive instructions for and on behalf of any and all partners of the joint venture and the entire execution of the contract, including payment, shall be done exclusively with the partner in arge; 〔4〕所有合伙应受权这个主代表结合体内的任意或所有承当责任或承受指并且只能由该主来执行包括支取工程款在内的整个合同内容；(e) All partners of the joint venture shall be liable 。
