Contractors may, however, when agreed through the UBR project engagement processes, utilize their own standards and procedures in so far as the requirements of their standards are at least equivalent to those of this Standard, those of applicable National and Beijing Local regulations which should be read and complied with in conjunction with this Standard.本标准适用于全体UBR人员、承包商及其分包商、监理和访客。然而，承包商在经过公司项目流程批准之后，可采用自身的标准和程序，但前提是此类标准和程序的要求至少与本标准相当，并符合所有适用国家和北京当地法规（需与本标准一同理解和遵照）的要求。3.0 Terms and Definitions 术语和定义Manual handling人工搬运: Human activity involving the use of muscular force to lift, move, push, pull, carry, hold or restrain any object. It is more than lifting heavy weights and affects more than the back.人体活动，涉及使用肌肉的力量来提起、移动、推动、拉动、携带、握持或限制任何物体。其不仅仅限于提起重物，所影响的也不仅仅限于后背。Manual handling also includes the repetitive activity seen in repetitive work as well as the sustained muscle exertion required to restrain or support a load.人工搬运也包括重复工作中的重复活动，以及为限制或支撑重物肌肉持续用力。In the context of this document the term does not include the effort needed to maintain the fixed postures that occur while for example, working at a desk or driving a vehicle.在本文件中，此术语不包括维持固定姿势所作动作，如伏案工作或驾驶车辆。4.0 Roles and Responsibilities岗位和职责4.1 UBR Project Director/UBR项目总监The UBR PD has the overall responsibility for this procedure and is responsible for supporting it and for ensuring that all entities at the jobsite actively participate.UBR项目总监对该程序全面负责，确保项目现场所有单位积极参与其中。The PD is responsible for providing the personnel, facilities, and other resources necessary to effectively implement this procedure.项目总监负责提供人员、设施及其它必要资源以有效执行该程序。The PD and the management team will lead by example, modelling the behavior expected from all personnel performing work at the jobsite.项目总监和管理团队将以身作则，树立榜样。4.2 UBR EHS Manager/UBR环境、健康和安全经理The UBR EHS Manager, in conjunction with the UBR PD, is responsible for implementing and administering this procedure.UBR环境、健康和安全经理与项目总监一起负责执行和管理该程序。Function as an adjudicator on any issues from the implementation of this procedure 作为执行该程序过程中的裁定人。Audit Contractors to ensure the requirements of this procedure are implemented and will provide feedback on performance to UBR and Contractor Management.对承包商执行该程序要求进行审计，为UBR和承包商管理层提供反馈。Assist Contractor to plan and coordinate the work to effectively implement the requirements of the procedure.帮助承包商计划和协调工作以有效执行该程序要求。Ensure the required EHS records are generated and available for review by Management and Authorities as appropriate.确保存留台帐，为管理层和政府部门在必要的时候提供审查资料。4.3 Contractor Project Manager承包商项目经理Has the responsibility for compliance with this procedure and shall provide the personnel, facilities, and other resources necessary to effectively implement, administer and enforce this procedure.负责遵从该程序要求提供人员、设施和必要资源以有效执行、管理和实施该程序。Responsible for the effective dissemination and education of the requirements throughout the contractors and its subcontractors organizations. 负责在其内部和分包商中传播和教育该程序要求。Ensure that all Contractor employees and all Lower tier subcontractors comply and actively participate with its requirements.负责确保所有承包商员工和其下属分包商遵从并积极参与程序要求。4.4 Contractor EHS Manager 承包商环境、健康和安全经理Shall be responsible for the continuous monitoring of the implementation of this procedure.承包商的EHS经理将负责持续监督执行该程序。Will provide feedback on performance and assist Contractor Supervision to plan and coordinate the work to effectively implement the requirements of the procedure. 承包商的EHS经理将负责为程序执行绩效提供反馈并协助承包商管理层计划和沟通程序有效执行工作。4.5 Contractor Supervisor 承包商施工主管Shall be thoroughly familiar with this procedure and with their individual responsibilities regarding its implementation and enforcement.承包商主管必须十分清楚执行该程序的个人的职责。Shall ensure that only competent persons are assigned work tasks.
