Time quota management should take overall operation efficiency as its target. Emphasis should be laid on the accurate formulation of standard time, strengthening of management of non-production time, waiting time and equipment breakdown time resulted from mismanagement so as to reflect the actual production situation, provide substantial information for improving management quality and achieve the goal of serving production and operation management. The current implementation of time quota management in China is based on the management thoughts that took shape in 1960’s and has been applied since then as enterprise fundamental management system till now. Such time quota management takes workers as its management object, formulates the time quota to determine the reasonable labor consumption of workers and then through basic time quota evaluation and premium for time in excess of quota, improves the productivity. With the deepening process of socialistic market economy reformation and the everlasting application and development of advanced manufacturing technology in China, the time quota management in China begins to expose its inadaptable side. It embodies in: time quota can not be accurately formulated due to the influence of its definition, quota management thoughts and the reward mechanism for workers. The production and operation management cannot find an effective way to use this inaccurate time quota. At the same time, the co-existence of many automated production activities and manual production activities fails to make sense to the labor consumption evaluation by time quota. The paper points out that the fundamental objective for time quota management implemented by mechanical Secondly, standard time does not include allowed time for (production) activity and allowed time for personal requirement Fifthly, the solution is given to handle the problem that lots of automated processing and manual activities co-exists. The paper also studies some relevant problems encountered during the implementation of the operation time quota management and discusses the way to manage workers in the new era as well as the corresponding reward policies. As the key technology to promote the operation time quota management method, time quota formulation technology remains to be improved; shop floor control system can efficiently reflect the production site situation. The reformation of the current time quota management system in China needs the supports from top enterprise leaders, the attainments of hosts of industrial engineering talents and further more the interaction between enterprises and academic circles for finding the development path.
