      《厂务公开民主管理手册》是京煤集团厂务公开民主管理体系的纲领性文件,是指导京煤集团建立和实施厂务公开民主管理体系运行的准则各权属单位必须遵照执行并持续改进,确保厂务公开民主管理体系方针和目标的实现《厂务公开民主管理手册》的解释权属京煤集团特任命 曹文俊 同志为管理者代表,具体负责京煤集团厂务公开民主管理体系的建立、实施和保持党委书记:年 月 日.1.第2章 厂务公开民主管理工作的方针、目标2.1厂务公开民主管理质量方针:完善体制健全机制规范实施全员参与监督到位和谐发展2.2厂务公开民主管理质量目标:1、企业长远规划、年度计划、经营管理、重大投资项目方案、重大技术改造方案的公开率100%;2、企业改革、改制、兼并、破产的公开率100%;3、业务招待费报告制度实施率100%;4、企业解除劳动合同的职工经济补偿方法公开率100%;5、企业集体合同签订和履行情况公开率100%;6、员工评先评优、工资奖金分配方案、职工奖惩办法等规章制度的公开率100%;7、员工社会保险缴纳情况公开率100%;8、企业领导班子建设和党风廉政建设的重大问题公开率100%2.第3章 总 则3.1适用范围本体系适用于北京京煤集团有限责任公司3.2目的建立和实行厂务公开民主管理质量体系,旨在推进厂务公开民主管理工作的标准化、程序化、规范化、系统化,保证企业厂务公开民主管理制度健全、实施规范,保障职工的知情权、参与权、民主管理权和监督权,为促进集团公司改革、发展、稳定和构建和谐企业发挥积极作用。

      3.3厂务公开民主管理的重要意义借鉴ISO9000的模式,建立和实行厂务公开民主管理体系,推动厂务公开民主管理实现标准化、程序化、规范化、系统化,是新形势下加强党的执政能力建设的重要实践;是发展社会主义民主政治的重要内容;是构建和谐社会的重要组成部分;是落实科学发展观,协调企业劳动关系,保证职工直接行使民主权利,依法参加企业管理的重要措施;是全心全意依靠职工办好企业,坚持和完善以职工代表大会为基本形式的民主管理、民主监督制度的必要前提;是加强企业领导班子建设和党风廉政建设,密切干群关系,化解矛盾的有效手段同时,它也是企业管理体制中的重要内容,是京煤集团管理文化的内容之一3.4厂务公开民主管理的领导体制和工作机制根据新的形势,建立“党委统一领导、行政主体到位、工会主动.3.配合、纪委监督检查、职工积极参与”的领导体制和工作机制即在抓好党委“第一责任人”落实情况的同时,将行政领导“第一执行人”的责任落到实处,突出抓好“行政主体到位”行政主体到位包括:行政领导思想认识到位、领导体制到位、工作制度到位和具体实施到位为此,要将厂务公开工作纳入经营管理制度化的责任范围之内,确定厂务公开的内容、形式、范围,以及公开的时限,将责任落实到相关的行政管理部门,一级抓一级,建立严格的责任制。
