In order to do this, the operator has to keep traffic moving without unnecessary checks and avoid congestion at bottlenecks, transfer points and terminals. Failure to maintain an even flow will result in extended journey times and turn-round and inefficient use of transport resources. 调控原则 调控流转的目的是要维持平稳的交通流。为此，运营者必须保持交通通畅，不要出现不必要的

Other traffic cannot be forecast accurately, so there must be sufficient flexibility to allow it to occur at short notice. Furthermore, if a route or transport system is disrupted by weather or breakdown, it will be necessary to switch to another route or means of transport so that an even flow can be maintained. 灵活性原则 某些种类的交通可以按定期的间隔来预测和发送，其它交通不能准确预测，所以一
