21页1、新常态下珠三角劳资关系协调机制建议摘 要十八届三中全会提出的“使市场在配置中起决定性作用和更好发挥政府作用”,强调的是要处理好中国特色的政府和市场关系等重要问题。而劳资关系正是政府、资本以及劳动力三者的一个动态博弈的过程,对现代市场经济关乎重大。改革开放以来,中国特色的市场经济得到高速的发展,政府政策很大程度向着资本偏倚,一定程度上忽略了劳动力的部分合法权益,工人的利益往往发展中最容易被疏忽的一环。工人、农民工经常加班,工资不能按时支付,住宿,医疗,工作条件恶劣,没有保险,没有养老金,造成大量劳动争议。而新的经济常态之下,中国经济增长步伐开始放缓,资本依然十分重要,但是政府不必将更多的政策资源向资本倾斜和妥协,劳动者的维权意识也在不断提升,所以说新常态下有条件也有能力可以着力构建和谐劳资关系,而这也将成为影响市场经济健康发展的重要因素。本文综合运用经济学、社会学、管理学等学科的理论研究有用的结果,具体分析中国市场经济新常态下,珠三角地区的劳资关系现状,以及存在的新问题从而尝试研究和谐劳资关系协调机制构建。 关键词:经济新常态 劳资纠纷 权利争议 三方协调机制Abstract:Propo
