上海城市更新的问题及对策研究

摘要城市发展的不同阶段由城市更新串联，随着城市化进程的不断推进，从最初的异地搬迁到货币实物安置并举再到城市更新，推动城市更新的因素逐渐增加，其辐射范围也越来越广。目前，土地资源被框定在一定范围内，如何实现城市发展的新目标，是多数城市突破传统的增量模式，在有限土地资源中寻求发展过程中的一大难题。本文对城市更新项目进行探究，且以上海虹口区北外滩街道为例，探究城市更新中存在的问题，并提出相应的策略。文章采用文献资料法、案例分析法等多种研究方法对该问题进行了深入的研究。本文共分为五大部分，第一部分对国内外文献以及相关概念理论进行了论述，为后文的探究奠定了理论基础；第二部分对上海市城市更新历程和政策演变进行了概述，包括房屋拆迁阶段、房屋征收阶段以及城市更新阶段，从整体上对上海市城市更新情况进行了概括；第三部分以虹口区北外滩街道城市更新为例，进一步论证了城市更新中存在的问题，同时对房屋征收存在的主要问题及原因进行了探究，指出房屋征收方面存在的主要问题是安置房源紧缺、注重眼前利益、收尾交地较慢、家庭矛盾突出以及历史风貌保护五方面，城市更新改造存在的主要问题为改造经验缺乏、更新时间冗长、相关宣传不够、法律保障缺乏以及缺乏整体规划五点；第四部分对国内外城市更新情况进行了分析，包括英国“社区建筑”城市更新、美国“社会建筑”城市更新以及深圳市城市更新单元的制度创新与广州“三旧”改造城市更新模式；最后提出了上海城市更新对策建议，即合理制定城市更新总体规划、加快整体更新改造推动进度、积极推动相关法律法规规范、加大力度宣传城市更新政策以及提高居民对城市更新参与度。希望通过本文的研究可以推进上海城市更新，同时为其他城市提供一定的参考。关键词：城市更新;城市规划;房屋改造;房屋征收;更新策略AbstractThe different stages of urban development are connected by urban renewal. With the continuous advancement of urbanization, from the initial relocation to housing collection to urban renewal, the factors that promote urban renewal are gradually increasing, and the radiation range is also wider. At present, land resources are framed within a certain range. How to achieve the new goal of urban development is the incremental mode in which most cities break through the tradition and seek to find a major problem in the development process of limited land resources. This paper explores the issue of urban renewal, and takes the North Bund Street in Hongkou District of Shanghai as an example to explore the problems in urban renewal and propose corresponding strategies.The article uses the literature method, case analysis method and other research methods to conduct in-depth research on this issue. This paper is divided into five parts. The first part discusses the domestic and foreign literatures and related concept theories, which lays a theoretical foundation for the later exploration. The second part summarizes the urban renewal process and policy evolution in Shanghai, including the relocation stage. In the stage of house expropriation and urban renewal, the urban renewal situation in Shanghai is summarized as a whole. The third part takes the urban renewal of North Bund Street in Hongkou District as an example to further demonstrate the problems in urban renewal and collect the houses. The main problems and reasons existed, and pointed out that the main problems in housing expropriation are the shortage of resettlement housing, the focus on immediate interests, the slower settlement, the contradiction of family and the protection of historical features. The problems are lack of reform experience, lengthy update time, insufficient publicity, lack of legal support and lack of overall planning. The fourth part analyzes the urban renewal situation at home and abroad, including the British “community building” urban renewal and the US “social architecture”.
